Research On Business Environment Evaluation Of Guangdong Province-Based On Entropy Method

Since the 19 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China and the State Council have attached great importance to improving business environment,and have successively introduced policies to optimize business environment.In the Business Environment Report(2020)issued by the World Bank on October 24,2019,China’s global business convenience ranked 31 st all over the world,which shows that China’s business environment continues to improve.As the southern gate of China’s reform and opening up,Guangdong has made continuous efforts in the reform of the business environment in recent years,and has made certain achievements.However,at the same time,there are still some problems.At present,there are some problems in the research on the evaluation index system of Guangdong’s business environment,such as the disunity of standards and the lack of rigorous research methods.Therefore,the main issues studied in this paper are: improving the evaluation index system of Guangdong’s business environment,measuring the business environment of Guangdong Province,seeking the existing problems and improvement paths of Guangzhou’s business environment,putting forward more valuable policy recommendations,and reshaping Guangdong’s advantages in business environment.This study can not only provide advice and guidance for the improvement of business environment in Guangdong,but also provide valuable experience for the improvement of business environment all over China.In this paper,the connotation of the business environment is first described.Then,a comprehensive evaluation system for the business environment is built,which includes six dimensions: soft environment,market environment,business cost,urban infrastructure,social service environment,and ecological environment.Then,the economic data of 21 cities in Guangdong Province in 2019 were selected to measure and compare the business environment with the entropy method.From the perspective of business soft environment,the convenience of starting enterprises in Guangdong Province still has the problems of low quality of intellectual property development and declining infrastructure investment;In the market environment,the economy of the Pearl River Delta region is growing at a high speed,but also facing huge pressure to upgrade the industrial structure;Among the business costs,the regional differences in wage levels and housing prices are large,and the prices of electricity and gas become the most important influencing factors;In terms of urban infrastructure,the investment of Guangdong Province is mainly concentrated in the Pearl River Delta region,and the infrastructure construction in the east and northwest of Guangdong needs to be strengthened;In terms of social services,Guangdong Province has a strong ability to attract foreign investment,but it has many specific problems such as uneven distribution of medical resources and educational resources,serious shortage of scientific and technological investment,etc;In terms of ecological environment,cities in the Pearl River Delta should coordinate the relationship between economic development and environmental protection,and the ecological environmental protection zone in northern Guangdong should implement the functional orientation given by the provincial party committee.Finally,in view of the above aspects,this paper puts forward several specific suggestions for the improvement of Guangdong’s business environment..
