Benefit Distribution:A Study On The Policy Cognition And Behavior Strategy Of Village Cadres In The Reform Of The Rural Collective Property Rights System

The research on the behavior of village cadres has always been the focus of political science,sociology and anthropology.In the process of a long investigation of grass-roots governance practice,the author finds that village cadres,as rational people and social people in reality,have a huge difference in policy cognition,which leads to a huge difference in governance behavior and policy implementation effect.Then,in the face of the same reform,why do different village cadres have different policy cognition and behavior strategies?What kind of governance results will result from different policy cognition and behavior strategies of village cadres?In the process of modernization of country basic-level government,how to improve the management efficiency of village cadre?Based on this,the author takes the benefit distribution of village cadres as the logical origin and compares and analyzes the different cognitive behavior strategies and the resulting governance effects of three village cadres in the rural collective property system reform of county J based on the framework of cognitive behavior interpretation.This paper consists of five chapters.First,the introduction part explains the origin and problem consciousness of the research,sorts out the existing research results and makes a brief comment on the specific thinking and framework of this research,and points out the research methods and the author’s survey.Secondly,the main content is presented in the form of three villages,in the rural collective property system reform of county J,to compare and analyze the concrete performance of cognitive behavior strategies and governance effects of different policies of village cadres in three pilot villages.Finally,the conclusion and reflection part tries to explain the policy cognition and behavior strategy of village cadres under the logic of interest distribution from the perspective of politics,and holds that the behavior of village cadres originates from economic rationality,and the interaction between authority and democracy is the key to the behavior of village cadres,and proposes three feasible ways to improve the governance efficiency of village cadres.
