Research On The Capital’s Educational Institution’s Emergency Management Under Public Health Emergencies

In recent years,various sudden major public health emergencies have occurred one after another around the world.In the beginning of this year,China also experienced a large-scale epidemic due to COVID-19 that affected all the industries and public sectors.Government departments at all levels are dealing with sudden public crises one after another,constantly improve their own emergency management measures.On the basis of emphasizing clear key concepts and theories,while keeping an eye out for the latest news: this study/research focuses on the educational institutions comparing case study of the Emergency Management Measures in response to major public health emergencies,between China and Foreign measures.The research targets are divided into 3 categories: 1.government representatives 2.educational representatives such as the Council of Education of Beijing,the Business Education Institution;3.Public School working under the guidance of the Education Department of the capital,including the Central Primary School of the town of Songzhuang,Tongzhou District.First,we compare and analyze the general emergency management measures taken by the education authorities of China and the United States.Then,targeting each category,we analyze and evaluate the COVID-19 outbreak in the late 2019.Finally,we summarize five suggestions for improving the emergency management measures of educational institutions in the capital: 1.establishing and improving the crisis early-warning mechanism of joint prevention and control;2.perfecting the relevant law;3.strengthening the legal guarantee of emergency education system;4.establishing the cooperative system of emergency education subjects,and perfecting online education resources and education evaluation under emergency situation;5.We will give full play to the role of educational institutions at all levels in the capital.
