Efficiency And Democracy:Research On Policy Preference Of Property Rights Reform

Efficiency and democracy is an eternal topic in the study of governance.In the process of governance,they complement and correct each other in the logic of "goal-tool relationship".In the implementation of local grass-roots agricultural policy,administrative logic and democratic mechanism are the main factors that determine the effect of policy reform and the form of grass-roots governance.In the process of policy implementation,we should not only consider the administrative efficiency,but also give full play to the function of democratic decision-making at the grass-roots level.Under the pressure of policy implementation,the grass-roots governments make policy preference choice based on the administrative logic of efficiency,exert the administrative leading mechanism actively,and guide the main body of village governance to push the reform through democratic decision-making.In practice,there are contradictions and conflicts between the development of grass-roots democracy and administrative efficiency.In the limited time limit of policy reform,the choice of policy preference directly determines the effectiveness of reform.The government and farmers are the two main bodies of village governance,and the efficiency and democracy in governance are the important factors to measure the form of grass-roots governance.Based on the game relationship between efficiency and democracy in grass-roots governance,this paper takes the reform of rural collective property right system in J county of Guangdong Province as an example,and takes the policy process as the narrative subject,this paper discusses the administrative arrangements made by local governments based on policy efficiency,the degree of farmers’ participation in reform and the results of democratic decision-making,under the policy reform goal of the grass-roots government of "pushing forward in an all-round way,making breakthroughs in key areas,maintaining stability and speed,and focusing on innovation",there are contradictions and conflicts between the democratic decision-making mechanism and it.Relative to the state policy,the existing administrative forces should be arranged in an orderly way,we should also respect the villagers’ autonomous behavior and embody the aim of the democratic mechanism in the administrative process.The reform is not successful or has no obvious effect.The main conclusions and discussions of this paper are as follows:The logic of local government’s policy preference selection in policy implementation,(1)the adaptability of national policy at the local level,the policy implementation mode determined by the local administrative preference at the local level and its policy attribute;(2)under the guidance of the administration,the study of the participation behavior of the rural areas,and different levels of participation lead to different types of reform;(3)how to realize the effective integration of efficiency and democracy in the reform,instead of the relationship of contradiction and conflict.The grass-roots government should play the role of "active government",draw in public opinions,formulate a reasonable reform framework,realize the effective link between the operation mechanism of administrative power and grass-roots democratic operation,and bring into play the role of grass-roots Consultative Democracy under the guidance of the government in policy reform,effective and orderly governance at the grass-roots level.
