The Generation Logic And Development Ideas Of Urban Grassroots Negotiation And Governance

Logically,grassroots deliberative governance is both restricted by the institutional environment of grassroots,and influenced by the contents of deliberative democracy.Since 1949,the urban and rural grassroots governance structure of China has undergone the transformation of the governance body from unity to pluralism,the subject relationships from unidirectional control to bilateral restraint,and the governance mechanism from compulsory obedience to democratic cooperation.The theories and practices of deliberative democracy between China and the West have proved that deliberative democracy has a significant characteristic: embeddedness.Deliberative democracy uses the diversified dialogue platform to integrate the varied participants of grassroots,reaching a consensus by use of deliberative discussing,and realizes the embedding of grassroots governance structure.The governance structure provides the main institutional frame,the space and resources of growing to deliberative governance,and deliberative democracy provides the core.The development logic of grassroots governance structure and the contents of deliberative democracy theories shape the basic pattern of grassroots deliberative governance.This is the logic of grassroots deliberative governance generating.Through the analysis of the structure of N-subdistrict in Shanghai,it is found that four kinds of core relation forms,two governance systems,and three-level deliberative platform.The initial operation of the deliberative governance model in N-subdistrict comparatively effectively alleviates the increasingly complex conflicts of interests,but it faces so many structural and procedural difficulties because of the effect of the traditional governance thinking and institutional inertia.The reason of the difficulties is the tension between the lead of unitary power and diversity participation.So,diffusing the authority resources from power subjects to social subjects,and constructing a new structure of authority distribution are the general method of the developing of grassroots deliberative governance.
