Study On Cadre Supervision In W District Of Xi’an In The New Era

Cadre supervision is the organization departments to marxism-leninism and MAO zedong thought,Deng Xiaoping theory and "three represents" important thought,the concept of scientific development,and Xi Jinping,the new era of socialism with Chinese characteristics as a guide,with the articles of association of the communist party of China and regulations on the party and government leadership cadre selection and appointment,work,on the basis of party organizations and party members and cadres to inspect and supervise a job.Cadre supervision includes the supervision of party members and cadres,the supervision of leading cadres and the supervision of leading bodies.Because of its particularity,cadre supervision has three characteristics: systematicness,compulsion and effectiveness.Cadre supervision is an important part of the work of cadre selection and appointment.The leading cadres selected are not in line with the fundamental interests of the people.In his report to the 19 th national congress of the communist party of China(CPC),General Secretary Xi Jinping stressed that "unswervingly and strictly govern the party in all respects and constantly improve the party’s leadership and governance level",which is to put forward better goals and requirements for cadre supervision.In recent years,there has been a very serious problem of four winds among the cadres of the communist party of China(CPC).After the 18th national congress of the communist party of China,the central committee of the communist party of China has intensified the investigation and punishment of corruption,but such violations of party discipline and state law have not disappeared completely,and corruption has taken on the characteristics of concealment and kinship.Area as an example,this paper,taking xi ’an W to manage the process management theory,project management theory and system theory as a guide,using the method of investigation,literature analysis and comprehensive analysis,through to the new era of xi ’an W area cadre supervision work sorting,analysis,new era for xi ’an W summarizes district organization department cadre supervision,xi found new era W area at the same time of work achievements,are also facing some problems,mainly for supervision "phantom" obvious "dislocation" phenomenon,supervision,outstanding phenomenon of wandering and weak supervision,institutional loopholes exist.These problems are mainly caused by four reasons: first,weak sense of supervision,attention is not enough;Second,the supervision system is not sound,blind area more loopholes;Third,the supervision mechanism is not perfect,the supervision effect is not good;Fourth,the quality of cadres is not high,the ability is limited.According to these reasons,in order to do a good job in the supervision of cadres in W district of xi ’an,it is necessary to strengthen in four aspects.Second,we need to improve the cadre supervision system,including establishing a strict cadre selection and appointment system,establishing a leading cadre property disclosure system,and improving the leading cadre personal reporting system,so as to make the cadre supervision system in W district of xi ’an more complete.Third,improve the cadre supervision mechanism,including the establishment of a sound cadre file review mechanism,improve the cadre selection accountability mechanism and establish a sound cadre supervision early warning mechanism;Fourth,by strengthening the training of cadres,actively guide party members and cadres to participate in organizational life,so as to improve the quality of cadres.
