Study On The Sustainability On The Construction Of National Civilized City In Huaxi District

National civilized city has been regarded as the highest honor in the comprehensive evaluation of cities in China,as a result of which,more and more cities have joined the construction of civilized cities.The construction of civilized cities has been playing as a positive,effective driving force for the economy,society,culture,citizen’s quality and degree of civilization of a city.However,there are some cities that would like to finish their construction in a short time and carry out a mobilized governance in a pure pursuit of achievement.Besides,ordinarily they pay no attention to their urban construction,while tend to close the stores and then organize an all-people movement when they are faced with inspection.Such a formalism during the construction of civilized cities can not only wear down citizens’ passion for participating in the construction of civilized cities,but also give rise to negative social opinions.Besides,it can also destroy the city image,etc.Therefore,how to carry out the construction of civilized cities in a consistent,scientific and effective way has become an important issue that governments at all levels and the academic world have been jointly faced with.This paper takes the measures that have been adopted by the HuaxiDistrict of Guiyang City in its civilized city construction as the empirical evidence,and based on such related concepts as Civilized City,it also uses the advanced theoretical achievements for the long-term effective management for civilized cities from the research of some scholars as a reference.This paper adopts a variety of methods,such as literature survey,field method,interview and questionnaire method to analyze the current situation of the construction of civilized cities in Huaxi District of Guiyang City,the existing problems for sustainability as well as the behind reasons.What is more,this paper explores the term-long effective mechanism that should be established during the sustainable construction of civilized cities,and try providing a reference on how to carry out a sustainable construction of civilized cities for the county-level cities.
