Study On The Construction Countermeasure Of Civilized Urban Area In Xiqing District Of Tianjin

The "National Civilized City" has been selected since 2005.Up to now,it has carried out five selections,and the honorary title of "National Civilized City" has gradually become the highest gold content in the field of urban governance in China with the expansion of the influence of the creation work.The "golden signboard".As one of the four suburbs of Tianjin,Xiqing District was awarded the qualification of the National Civilized City by the National Civilization Committee in 2015,and began to work in accordance with the standards of the national civilized city.However,after three years of hard work,although Xiqing District achieved good results in its creation work,it was still unsuccessful in the evaluation of the Fifth National Civilized City.This thesis is based on the background of the establishment of a new round of civilized urban areas in Xiqing District.It systematically studies the relevant theories and evaluation systems of the national civilized city construction,and probes into the regional characteristics,historical evolution,demographic characteristics and social and economic development of the urban development in xiqing district.At the same time,in order to discover the problems existing in the construction of civilized urban areas in Xiqing District,the study adopted the same social experiment method as the national civilized city evaluation system,and through the questionnaire survey and field investigation,from the perspective of mass evaluation and direct observation,the construction of the civilized city in Xiqing District.Based on the problems found in the assessment,the researchers conducted interviews with relevant staff members,and summarized six main reasons for the problems in the construction of civilized urban areas in Xiqing District: the establishment of the fundamental concept still needs to be consolidated,and the creation of the leadership mechanism is flawed.the overall coordination mechanism created was not smooth,the grassroots personnel created were insufficiently trained,the co-construction subjects created were weak,and the law enforcement efforts created were insufficient.Finally,by comparing the work plan created in the new round of civilized city in Xiqing District,the research put forward its own countermeasures and suggestions,pointing out that Xiqing District should carry out the work idea of "creating for the people" on the basis of the existing work plan,focus on construction as the core of leadership at the grass-roots level,to build a data coordination platform above and below the link,creating powerful civilization creation team,to form a co-construction and common governance urban governance pattern,insist on the rule of law and promoting the construction of civilization means of thinking and use multi-dimensional interactive mechanism to enhance the ideological education of minors.,in order to further improve the creation measures of civilized urban areas in Xiqing District.
