Researches On Public Participation In Creating The National Civilized District In C District Of Shanghai

In recent years,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to the construction of spiritual civilization and civilized cities,putting forward a series of new ideas,new views and new requirements,stressing the need to "deepen the work of building civilized cities,and improve the people’s ideological awareness,moral standards,civilized quality and the level of civilization of the whole society." These important requirements of the General Secretary have profoundly pointed out the importance of the creation of a civilized district.National civilized district is not only a golden signboard,but also a concentrated embodiment of a city’s comprehensive strength,image charm,development vitality and governance ability.Public participation is an important part of the creation of the national civilized district.Only with the participation,joint construction and sharing by the whole people can the urban soft power development be promoted to a higher level.On the contrary,the creation of civilized districts without public participation is like the "castle in the air".Even if they have won the title of national civilized district,it is difficult to keep the title.District C of Shanghai has always attached great importance to the work of creating a national civilized district,and adheres to the concept of "creating for the people and on the people".However,in the specific practice of public participation in creating the national civilized district,there are also problems such as low public participation and poor participation effect.It is the foothold of this paper to analyze the problems existing in public participation in the creation of a national civilized district and put forward reasonable solutions to the problems,so that the public can share the fruits of the creation of the civilized district.At the same time,it also provides new ideas and perspectives for other cities and districts in the process of creating national civilized districts,and gives better play to the initiative of the public to participate in the creation of civilized districts.In order to analyze the practical problems existing in the public participation in creating the national civilized district in District C of Shanghai,this paper adopts the public participation theory and collaborative governance theory,and analyzes the public participation in District C,combined with the literature research method,questionnaire survey method and interview method.Explore the real problems of public participation in the process of creating a national civilized district in District C deeply,analyze and study the specific causes of the problems,and put forward reasonable countermeasures and suggestions targeted accordingly.It is found through the research that the public participation of District C of Shanghai in the creation of national civilized district is insufficient in the public participation willingness,public participation methods,main body of public participation,and the information disclosure of public participation.Through the analyses of the causes of the problem,the following countermeasures and suggestions are summarized and put forward,mainly including perfecting the public participation system,intentionally boosting public motivation of participation,broadening the channels of public participation,fully developing the roles of various bodies of subjects in creating national civilized districts,and effectively raising the level of information disclosure.It is hoped that the research can have a certain guiding significance to the practical work,and can better promote the normal and long-acting construction of the creation of the national civilized district in District C,so that the people in District C can really participate in the construction of the national civilized district,and can practically enjoy the results brought by the creation.
