A Study On Hainan’s Visa-free Policy For Inbound Tourism

Hainan’s visa-free policy for inbound tourism is the earliest visa-free policy for foreigners in China,and it is also the most convenient visa policy in China.It has played a role of experimental exploration and experience accumulation for the development of China’s visa-free policy.Since the commencement of the policy in 2000,Hainan’s visa-free policy has witnessed its 20-year practical development,attracted millions of foreigners to visit Hainan without visas,demonstrated the achievements of China’s opening up to the outside world,provided good policy support for Hainan’s overall deepening of reform and opening up,and had a positive impact on the social and economic development of Hainan.Along with the implementation of the policy,policy problems have gradually emerged,which have an impact on the effectiveness of the policy.At the same time,the new strategic positioning of Hainan Free Trade Port puts forward higher requirements for the convenience of visa-free policy.In order to comprehensively analyze Hainan’s visa-free policy for inbound tourism and provide theoretical and practical recommendations for policy sound development,this paper analyzes the development process,current situation and effectiveness of Hainan’s visa-free policy for inbound tourism,and discusses the problems in the implementation of the policy,makes a root causes analysis,and attempts to propose solutions.The main conclusions of this paper are as follows:1.Hainan’s visa-free policy for inbound tourism has greatly simplified the procedures for foreigners to enter Hainan,provided convenience for foreigners to travel and consume in Hainan.The overall implementation of the policy has been successfully carried out,which promoted the continuous opening up of Hainan to the outside world,and created a good immigration environment for the development of Hainan’s society and economy.2.Due to the imperfection of Hainan’s visa-free policy for inbound tourism and the influence of external factors,the problems in the implementation of the policy have become increasingly prominent,mainly for the number of visa-free foreigners has not increased significantly accompany with the adjustment of the policy,the source countries of visa-free foreigners are concentrated,the stay time is not long,the scope of activities in Hainan is not so wide,and a few foreigners do not comply with the policy.3.Hainan can start from improving the policy process,optimizing the policy environment,adjusting the policy and other aspects,strive to optimize Hainan’s visa-free policy for inbound tourism,so as to better serve the social and economic development of Hainan.
