On The Causes And Preventive Measures Of Individual Terrorist Crimes

The crime of individual terror is a concept in Criminology.It refers to the extremely violent crime of anti social nature,which is carried out by an independent individual under the leadership of no organization against an unspecified majority of people in the society."The independence of the subject of crime" is the main feature that distinguishes it from organized crime such as terrorism crime and underworld crime.In recent years,individual terrorist crimes have occurred frequently.Because this kind of crime takes the unspecified majority of people in the society as the object of crime,the means of crime is brutal,and the consequences are extremely bad,which has serious harm,therefore,it has aroused widespread concern of the society.This paper is based on the current situation of the frequent occurrence of individual terrorist crimes in China,and studies the causes of the frequent occurrence of such crimes and the preventive measures.Based on the empirical analysis of 44 cases of individual terrorist crime,this paper finds that the age,occupation,personal background,means,place and inducement of individual terrorist crime are regular.Combined with the related theories in the field of criminology,it is found that the occurrence of individual terrorist crime is mainly affected by the actor’s unique psychological factors and social environment factors.The extreme emotional factors and subjectivemalignant factors are the common psychological characteristics of individual terrorist criminals,and also the important psychological causes of individual terrorist crimes.However,social environment factors such as unbalanced distribution of social resources,imperfect mechanism of solving contradictions and lack of spiritual belief are external trigger factors of individual terrorist crimes.Therefore,for the prevention of individual terrorist crime,we should start from the causes of the crime,on the one hand,we should give more protection to the vulnerable groups from the macro social system,this protection should start from a small place,otherwise it will become a slogan,such as giving more medical security measures to flexible employees,providing more jobs,organizing job skills training,and through the network On the other hand,it is necessary to understand the psychological characteristics of the individual terrorist offenders,especially those potential criminal groups with anti social personality,by psychological counseling in advance,so that their social hostility can be achieved To a healthy vent.As for the potential criminal groups of individual terrorist crime,we can consider to establish a special "study and judgment system for high-risk groups of individual terrorist crime",find out the high-risk groups of this kind of crime in advance,and make targeted correction,so as to prevent the individual terrorist crime in advance.In addition,we should also pay attention to the legal regulation of individual terrorist crime through scientific legislative means.
