| Since the reform and open policy,the revitalization of rural China has been on the way.The township government is located at the foundation of China’s five-level administrative system and represents the state’s governance of rural society,which represents the country to govern the rural society,and is the main body of responsibility to implement the most specific task of Rural Revitalization in the rural governance system.In the implementation of the rural revitalization strategy,farmers’ dominant position will be increasingly highlighted,and the decisive role of the market in the allocation of resources will be increasingly strengthened,and the modernization of the rural governance system and governance capacity is a necessary guarantee.However,there are many difficulties in the functional transformation of the township government at present.The township government must explore a more targeted solution according to the specific requirements of Rural Revitalization.Taking Zhaobao Town,Yiyang County,Luoyang City,Henan Province as an example,this paper discusses the function transformation of township government in the process of rural revitalization in seven parts,analyzes the existing problems,and puts forward suggestions and countermeasures.The first part explains the background and significance of this study,the research status of rural revitalization at home and abroad,the strategic requirements and functions of township revitalization,and research methods and innovations.The second part explains the basic functions of the township government,such as macro-guidance function,environmental governance function,cultural construction function,community management function and public service function.The third part expounds the function positioning of Zhao Baoxiang government in the rural revitalization strategy,the organizer of flourishing industry,the guide of ecological livability,the builder of local style civilization,the practitioner of effective governance and the creator of rich life.The fourth part analyzes the current situation of Zhaobao Town in Yiyang County,and the problems in the township governance process of Zhao Bao Town government,such as the backward development of basic education in towns,poor medical and health conditions,excessive pressure on grassroots cadres,lack of diverse ways of expression,and serious lack of infrastructure in villages.The fifth part shows the beneficial exploration of the rural governance of Zhaobao Township,such as improving the education funding system,improving the medical assistance system,establishing the poverty alleviation and disability assistance system,implementing the relocation project in different places,and launching the poverty alleviation and ambition support project.The sixth part puts forward the feasible functional transformation paths of township governments in the process of rural revitalization: the establishment of a clear and reasonable power and responsibility system of county and township governments,the construction of a diversified cooperative network led by the government,the improvement of the supervision and accountability and performance appraisal system,the strengthening of promoting democratic self governance at the grass-roots level,and the creation of a growing cadre environment.The seventh part summarizes that the township governments should define their functions in the rural revitalization.According to the general requirements of "prosperous industry,livable ecology,civilized countryside,effective governance and rich life",the township government should adjust and deepen its functions to form a more reasonable and clear functional orientation.In the future work,I will continue to participate in and pay attention to the optimization and upgrading of the basic functions of the township government in the rural revitalization strategy,so as to provide further theoretical contributions and establish a research foundation for the comprehensive realization of rural revitalization in China. |
