Research On The Function Performance Of Grassroots Government In The Implementation Of Rural Revitalization In The Underdeveloped Regions Of Shaoguan

The rural revitalization strategy is an important rural-related reformation proposed in the 19 th National Congress of the Communist Party of China,it is the demand of strategic development of agriculture,countryside and farmers of China in the new era,and it is also an orientation of the construction of rural area.Currently,rural revitalization is highly concerned both in academia and governments and has become an important rural-related issue.As an important strategic policy,governments at all levels have given full play to various functional advantages,adapted measures to local conditions,to promote the revitalization and development of rural regions under the overall objectives put forward by the central government.Shaoguan District located in the north of Guangdong Province,is the north gate of Guangdong Province,where implement the rural revitalization strategy firstly,and promote the construction of rural area effectively in the whole province.However,the problems of grassroots governments such as unclear position,unclear functions and implementation obstacles,are particularly prominent,which are important issues of grassroots governments in Shaoguan District that should be solved urgently.Therefore,it is necessary for grassroots governments in Shaoguan to clarify the role,transform the functions,so as to promote the overall implementation of the rural revitalization strategy in Guangdong Province.Taking the government of Xiushui town as a typical case,this paper makes an empirical research on the function performance of the township government in the rural revitalization of Shaoguan,trying to analyze the practical problems of the government function performance of the township government of Shaoguan by using the relevant theories of public management.Moreover,this paper analyzes the present situation of the function performance of Xiushui town in the rural revitalization through the questionnaire,and on the basis of the questionnaire,finds the problems that the Xiushui town's functionperformance has in the rural revitalization through the field interview,including Social Management Function?Policy Implementation Function?Interest Coordination Function and Public service function,the summarizes the factors that affect the effective performance of government functions.Finally,by combining the advanced method and practice of the government function performance in the rural revitalization of South Korea,Japan,Guanlin town of Jiangsu province and Quantang town of Hunan province,this paper puts forward the optimized path of the township government function performance in the rural revitalization of Shaoguan based on the problems found from the questionnaire.
