The level of internationalization and globalization that can be achieved in the Belt and Road Initiative not only tests national capacity building,but also tests the effectiveness of local governments in international cooperation to some extent.From a global perspective,the past model of global affairs participation that relied on national or supranational actors is no longer sufficient to cope with the new evolutionary problems.Flatter and more diverse governance bodies have begun to emerge on the international stage.Local governments are one of the important roles.As the main actors of the construction of the Belt and Road,local governments play a vital role in it.The international capacity building of local government refers to the ability development that local governments can achieve in the process of external cooperation,which includes both the local government’s own international capacity development and the activities of collaborative environmental creation and maintenance to promote effective participation in international cooperation.Combining the relevant theoretical perspectives of government capabilities,China’s local government international capacity building mainly includes capacity development at the resource,policy,and interaction levels.Derived from this,the specific dimensions of international capacity building include the absorbing and using of human resources and knowledge resources at the resource level,the local government’s own policy supply and external policy communication at the policy level,and internal intergovernmental collaboration and external cross-cultural cooperation at the interaction level.Nonetheless,local governments still show certain limitations in the process of the Belt and Road construction,which are manifested in the lack of international talents,the creation and the ability to maintain of policy environment,inadequate local government concepts of internationalization,the need to strengthen inter-governmental cooperation in foreign cooperation,as well as the imbalance in the development of international capabilities among local governments.Through the case analysis of the local governments in the western region jointly constructing the New Western Land-sea Corridor,it is found that the international capacity construction of local government also faces challenges from resources,policies,and interactions.There is still space for the capacity progress of western local governments.In order to further promote the capacity building of local governments in the context of the “Belt and Road” initiative,we should focus on the effectiveness,balance,and sustainability of capacity building,and emphasize the accessibility results,universal improvement,and dynamic development in capacity development.Based on this,in order to promote the local government’s international capacity building in the Belt and Road construction,we should focus on the effectiveness,balance,and sustainability of capacity building,and emphasize the reachability results,universal growth,and dynamic development in the process of capacity improvement.Hence,it is crucial that enhance the local government’s ability to integrate resources at the resource level,promote effective policy supply and external policy communication at the policy level,deepen the building of cooperation mechanism between domestic governments and foreign partners at the interactive level.
