Study On Capacity-Building Of Resource-Oriented Town Government Of Shanxi Province

The government play an important role in the existence and development of the modern society. The quality of the government is directly related to the development of the state, society and people’s lives; and the capacity of the government is an important indicator to measure the quality of the government. At present, government capacity is increasingly becoming the focus of all countries. Town government as the most basic governmental organizations, directly for the farmers, provides public goods and services. After the abolition of agricultural tax, the functions of town government have shifted, also the building of the government capacity is faced with many problems. The problem of the capacity building of the resource-oriented town government is even more serious. Regarding the resource-oriented town government of Shanxi province as the perspective, this paper aims to analyze the status of the capacity of the resource-oriented town government, the problems in the capacity-building, the deep reason, and finally propose the countermeasures of upgrading the capacity-building of the town government, provide a reference for the capacity-building of national resource-oriented town government.On the basis of learning from the previous research of other scholars, combining with the service-oriented government theory and the dynamic capacity theory, this paper captures the status of the capacity of the resource-oriented town government in Shanxi province, through analyzing the situation of economic development, public service, rural social security, budget and the implementation of public policy. By analyzing comprehensively, we find that the resource-oriented town government has made great achievements in public services and social security, but there are still many problems with poor sense of capacity-building, irrational capacity structure, weak implementation of public policy, weak financial capacity, as well as the low-level of the overall capacity in capacity-building.With analyzing and interviews, the paper points out that the low-level economic development of the town, no-successful changes of the town government functions, the unreasonable financial system, no-perfect policy implementation mechanism, no-perfect supervision mechanism, and the poor quality of civil servants are the deep reasons causing the problems in capacity-building of the resource-oriented town government. Basing on analyzing of the reasons, this paper proposes countermeasures to enhance the capacity-building of the resource-oriented town government, in order to attract the attention of the town government, provide a reference of implementation of public policies, providing services and improving capacity for the town government tentatively.The innovation of this paper is that the research perspective is specific. This paper puts perspective on resource-oriented town government of Shanxi province, discusses the special capacity-building of resource-oriented town government, and takes Leping town as a typical case, basing on analyzing of the interviews, analyses the status of capacity-building of the resource-oriented town government, the existing problems and deep reasons, and eventually puts forward a scientific, rational system of capacity-building of the resource-oriented town government, to promote the capacity-building of the town government and provide a reference of improving the capacity-building for the national resource-oriented town government.
