| The Nineteenth Congress of the Communist Party of China has put forward the goal of building a multi-level social security system in an all-round way in the report,and made clear the important tasks of implementing the plan of universal participation in social insurance and establishing a national unified public service platform for social insurance.At present,the social insurance has been basically covered nationwide,the overall social security level has been basically completed,and the whole system has always regard Chinese characteristics as the priority.In order to effectively ensure that the guidelines and polities issued by the party and the state on social insurance can be fully and truly implemented,the standardization of social security across the country has become the top priority in the construction of the social security system.It is not only the internal construction of a service-oriented government and an important basic work to promote the long-term development of social insurance.In the new era,it is a primary task for the realization of social security building to strengthen the standardization of social security agency services,and to establish the relevant work rules and standards.Recent years many cities in China have carried out social insurance standardization construction successively,partial districts have made some achievements,and the pilot reform of the standardization of the comprehensive management of national social insurance public service institution is in the stage of deepening.In this process,many useful experiences and a series of effective handling plans have been summarized.Chongqing has actively responded to the tasks of social insurance public services reform under the influence of rapid economic development,taken the lead in the reform of social security agency service standardization.Currently,Chongqing has achieved initial development in social security agency service standardization,meanwhile some problems have been exposed.So,we need to further promote the standardization of service functions,visual identification,business files and service procedures,and promote the development of social security to a new level.This thesis takes the construction of social security agency service standardization in Yu Zhong District of Chongqing as the research object.Firstly,based on a large number of literature review,this thesis makes an objective interpretation and summary of the practical conclusions of public services and standardization agency service at home and abroad.Secondly,by defining the relevant concepts and sorting out theories of the standardization construction of social insurance agency services,this thesis has constructed a theoretical analysis framework,which provides support for the standardization construction of social insurance agency services in Yuzhong district of Chongqing from the theoretical dimension.Thirdly,this thesis analyzes the typical cases about standardization construction of social security public services at home and abroad,analyzes the current situation and problems through survey study,and draws lessons from the experience.Finally,this thesis puts forward the achievement path and Countermeasures of the construction of standardization of Social insurance agency services in Yu Zhong District of Chongqing are put forward. |
