In March 2015,Premier Li Keqiang put forward the concept of "Internet +" for the first time in his government work report,officially launching the era of "Internet +".In the2019 government work report,the expression "Internet plus" appeared six times,indicating the deep integration of the Internet with the economy and society,"Internet +" will be fully integrated into the optimization and upgrading of China's economic structure,the development of social undertakings and the innovation of government system and mechanism.The development of the Internet has entered a new era,which has put forward higher requirements to the government's public service ability.The development of social security is related to the vital interests of every insured person and the harmony and stability of the society.As a Social Insurance Agency which carries out government insurance policy and implements various social insurance treatment,the level of its public service ability represents the image of the government and is an important part of the government's public service function.However,the grass-roots social security agencies generally lack of information construction,the application of online social security platform is not high public service capacity,has not fully boarded the "internet + " Express.Therefore,under the background of "Internet + ",it is an urgent problem to explore how to improve the public service ability and service quality of the basic social security management organizations,and to promote the social security work to be more systematic and efficient.Based on the background of "Internet +",supported by the theory of New Public Management and government performance management,through the methods of literature analysis,Normative Analysis and empirical analysis,this paper makes an in-depth study on the public service ability of the Yubei District Social Insurance Bureau from the aspects of internal management ability and external service ability,this paper analyzes the current situation of the public service ability of the grass-roots social security management organizations under the background of "Internet + government affairs",and then sums up the existing problems and reasons in four aspects,drawing on the practices of the "Internet+ government affairs" grass-roots social security agencies in the United States,Australia,Singapore,Beijing,Shenzhen and Fuzhou,which are leading the way,put forward the countermeasures and suggestions for the improvement of the public service capacity of theYubei District Social Insurance Bureau.The research of this paper forms the way of thinking for the improvement of public service ability of Yubei District Social Security Center,which can be used for reference by other systems.Looking forward to further enriching the relevant theoretical exploration of the public services of social security agencies in the academic field,in practice,it can provide certain reference and reference for our Social Insurance Department in using "Internet + " to improve public service ability.
