Research On Problems And Countermeasures Of Social Insurance Audit In Chenghua District Of Chengdu

The report of the 19 th National Congress of the Communist Party of China clearly stated that "on the one hand,we should fully implement the national insurance plan to ensure that all people should participate in the insurance and all people should be insured;On the other hand,to perfect the national town worker is basic endowment insurance to plan as a whole,to solve the urban and rural areas,between different regions,excessive old-age security treatment differences between people,between inequality,such problems as sustainability ",the state establishes the basic endowment insurance,basic medical insurance,inductrial injury insurance,unemployment insurance,maternity insurance and other social security system,The right of citizens to receive material assistance from the state and society in accordance with the law in cases of old age,illness,work-related injury,unemployment and childbirth is protected.As a key pillar of our social security system,social insurance is an important security system to achieve this goal and responsibility.As an important link in social insurance,social insurance audit supervises the collection of social insurance,restricts the safe distribution of social security funds,and affects the orderly development of social insurance in China.The work content of social insurance audit is to ensure that the payment of social insurance expenses is fully collected,standardize the social insurance order,safeguard the vital interests of the insured units and personnel,and promote the sustainable operation of the system and the establishment of a unified and fair market competition environment through the use of accounting,examination,complaint reporting and other methods.This paper conducts a literature review and research on social insurance audit.By referring to relevant literature,it classifies,collects and summarizes domestic and foreign studies on the problems,causes and countermeasures of social insurance audit,and expounds the holistic governance theory and the new public service theory.At the same time,the problems and causes of social insurance audit in Chenghua District are described in detail by using empirical research method and comparative analysis method,and the optimization path of social insurance audit in Chenghua District is proposed based on the characteristics of social insurance audit in Shanghai and Yantai City,Shandong Province.Based on the advanced experience of social security agencies such as Shanghai and Yantai,this paper will combine the actual situation of Chenghua District,Chengdu City,and finally put forward the countermeasures and suggestions to improve the social security audit service capacity of Chenghua District Social Security Bureau.First,strengthen the construction of institutional mechanisms;The second is to optimize the construction of social insurance audit department;The third is to strengthen the construction of professional and technical teams;Fourth,strengthen the construction of network informatization and strengthen the application of data;The fifth is to speed up the improvement of laws and regulations.
