Present Situation And Optimization Of Patent Incentive System Construction In Xi’an City

Economic development requires scientific and technological progress.And science and technology play an important role in promoting economic development.At present,the state is vigorously developing science and technology,patent system is highly valued by the government as the main way to encourage innovation and promote the development of science and technology.In order to improve the level of local economy and science and technology,governments have formulated various patent incentive systems to encourage enterprises to carry out patent research and application.However,because of the problems existing in the institutionalization of the patent incentive system of the local government,it can not play its due incentive effect..Therefore,in order to improve the effect of patent incentive,local governments need to improve the institutionalization level of patent incentive system.This paper takes Xi’an’s patent incentive system as the research object,and takes government information on business needs as the evaluation standard.And the paper divides the patent incentive system into three stages: patent application stage,patent authorization stage and science and technology transformation stage.At the same time the paper takes Shanghai with the high level of economic development as a reference,compares with Xi’an,looks for differences.Through comparison,the paper find the problems existing in the construction of patent incentive system in Xi’an: the publicity of government information is not standardized;The incentive direction of incentive system is not balanced,and the degree of attention paid to the incentive system in patent authorization stage is insufficient;the contents of documents are general and lack of pertinence;the contents of system of concretization degree is low and the contents of system of practical maneuverability is insufficient.The supervision and relief system is not perfect.Finally,drawing lessons from the excellent system experience of Shanghai in patent incentive,this paper provides some suggestions for optimizing the patent incentive system in Xi’an in the future: strengthening the publicity of government information;scientifically adjusting the focus of patent incentive;perfecting the content of patent incentive system;strengthening the formulation of targeted special documents;and perfecting the supervision and relief system.
