From ancient times to the present,the social relationship in rural China has always been an intricate organism,exhibiting rich and diverse regional characteristics.In this region,the state bureaucracy cooperates with local social forces to form a semi-formal administration.With the requirements of the modernization of rural governance,the state has invested a lot of resources to support rural development,and proposed to strengthen the basic work in rural areas and improve the rural governance system that combines autonomy,the rule of law,and the rule of virtue.As far as the current state of rural governance in China is concerned,the “Xinxiangxian” group has been reintroduced into the territory of rural governance and has become an important force for multiple participation in governance.However,the definition of Xinxiangxian at this stage has triggered the thinking of this article.On the one hand,compared with traditional Xiang Xian,Xin Xiang Xian has a relatively low barrier to entry.Not only is there no age,qualifications,and merit restrictions,but also a wide range,including economic,political,cultural,management and technological elites;"Xinxiang "Xian" as a new expression of "Xianxian" in the modern context is more developed than inside and outside the system.With its own functional advantages,it can meet the practical needs of rural governance.On the other hand,the current majority of Xinxiang Xian refers to the promotion and issuance of relevant certificates by local governments to authorize participation in local governance activities.How to define the role of people who are not authorized but are active in the field of rural governance?Therefore,this article borrows Du Zanqi’s concept of "brokerage mechanism",combined with field observations in Mingyue Village,Pujiang County,Chengdu City,and uses "new brokers" to describe the current role of Xinxiangxian in rural governance.Through the case of "new brokers" participating in rural governance practice,it was found that under the background of "three governance integration",the Xinxiang sage group gradually expanded from the traditional local elite to "hometown sage","city hometown sage" and "Going to the countryside and sages",and played an important role in the formulation of village regulations and civil agreements,the hearing of major rural affairs,public opinion feedback,the introduction of projects,rural transformation,environmental protection and other aspects.Therefore,this article attempts to analyze the relationship between "new brokers","traditional brokers" and "institutional agents" from four aspects: constituent subjects,authoritative sources,participation channels,and governance effectiveness.The significant difference between the two,and explain and demonstrate that the nature of the various types of role groups involved in rural governance in the intersection of the state and society belong to the "new broker".Secondly,this article attempts to interpret other participating groups in the process of rural governance modernization from the perspective of institutional identity,and proposes the realization of multiple participation in view of the problems that may exist and the shortage of sources,the lack of legal status,and the participation effect is limited by the village committee Suggestions and countermeasures for the "integration of three governances".This also highlights the academic value and practical significance of the "new broker" concept."New broker" man "breaks away from the double regulation of the country and the rural society,and is a new topic in grassroots governance research.
