problems of social organizations participating in community governance and community consultation democracy in existing studies.By dividing the historical phases,review the process of social organizations participating in community consultation and governance in each period since the founding of New China,and then analyze the current situation and look forward to the future development direction.The full text takes social organizations as the starting point,explores how social organizations participate in community consultation governance and existing problems and shortcomings from Cultural Development Center in the urban community,and semi-structured interviews with stakeholders.Among them,the bottom-up consultation case of the citizen forum on the topic of participatory urban courtyard farming is to improve the community living environment,effectively use public space,promote neighborhood harmony,enrich residents’ lives,and cultivate environmental awareness.The citizen forum combines open space technology With Robert ’s rules of procedure,under a standardized and rational negotiation process,multiple governance subjects formulate farming management rules and regulations and promote the implementation of decision-making;the top-down government collects public opinion and public opinion,and uses the Music Avenue theme block to create a mobile tea shop for public issues The purpose of the dialogue is to enrich the cultural life of the community residents and improve the software facilities of the music community to promote community economic development.The mobile tea shop does not have a fixed venue,and adheres to the concept of complete openness,freedom,and fairness,which encourages all parties to fully express their interests.Through case studies,we can find that social organizations participating in community consultation governance still have problems such as insufficient independence,lack of legitimacy,low awareness and ability to negotiate,and the lack of necessary assessment and feedback for the implementation of the negotiation results,which gradually leads to a gradual decline in later effects.The government needs to change the governance concept,give social organizations full autonomy and legitimacy,and provide sufficient support.Social organizations should strengthen their own construction and improve their negotiation capabilities.Community consultations must be accompanied by corresponding monitoring and feedback mechanisms to ensure governance effects.By cultivating and developing social organizations,undertaking the transfer of government functions,participating in community consultations with project-based operations,flexibly selecting interest expression channels,negotiation forms and building public dialogue platforms according to the actual field situation,under the new era of co-construction,co-governance and sharing concept The negotiation and linkage of the multiple
