Abstract/Summary:
Since it officially entered the aging society in 2001,in the past 20 years,the aging rate in China has become faster and faster,with a large base of the elderly population and a high proportion of disability.The increasingly severe aging brings the increasing pressure of old-age care,especially for the first generation of children,there is a dilemma for the old and the young to have a small situation,in order to achieve the "old age" of the elderly at the same time and facilitate the family Visiting nearby,the pension institutions embedded in the community came into being.However,in the process of entering the community,the elderly care institutions encountered strong protests from residents.News about the“neighborhood effect”of the elderly care institutions in various parts of the country emerged endlessly.The intensity of the conflict and the losses caused by the scope of coverage varied,but the results were similar-or To put aside this,or simply leave it alone.The research theme of "neighborhood effect" has a long history and fruitful results.However,there are few researches when searching for "Elder care institutions" and "neighborhood effect" as keywords.Based on this,this article selects the “neighborhood effect” and the“welcome arm effect” that have appeared in the two elderly care institutions A and B in Changsha City as an example for comparative analysis,and discusses the transition of the pension institution from “neighborhood” to “welcome arm” The role played by the relevant subjects in the process,so as to make recommendations for the avoidance and governance of the “neighborhood effect” of pension institutions.The occurrence and resolution of the "neighborhood effect" are the result of multi-agent participation.However,the same stakeholders play different roles in different types of “neighborhood effects” and assume different responsibilities for evasion.For the two elderly care institutions in the L community,the government,media and experts are indirectly involved,while the institutions themselves,residents and communities are directly involved.However,for other types of "neighborhood effect",the government,experts,and projects themselves are often direct participants,and other subjects are indirect participants.In view of this,in clarifying the role of each subject in the "neighborhood effect" of pension institutions,From the perspective of government land provision,institutional standardization construction,and elder care personnel training,to ensure that institutions are stationed in the community.Other subjects focus on elaborating from each stage of the conflict.The early stage of ensuring information transparency,ensuring residents ’right to knowand participation is to avoid the“ neighborhood effect ” Effective measures,timely mediation when conflicts occur,and active communication with community residents.After conflicts,reasonable interest compensation is a strategy to promote the success of neighboring facilities.
