The rapid arrival of the age of aging has brought challenges to the development of the elderly care industry and elderly care services.How to target the elderly care needs of different interest groups and realize the continuous improvement of elderly care services is an important issue related to the modernization of the national governance system and governance capabilities.In the context of the continuous expansion and renewal of community functions,the embedded pension model has gradually become the "third path" between the home-based pension and the social institution pension model.Community "micro" care for the elderly has become an important part of the "big" governance of the community.Care for the elderly is no longer a dual choice of relying on the family and social care institutions.The embedding of care institutions in the community has become the direction of community renewal.However,the rise of the community embedded elderly care model has also brought many problems.The neighbor avoidance conflict is one of the typical ones.The neighbor avoidance conflicts caused by the embedded elderly care institutions in the community are different from the previous neighbor avoidance conflicts,which have multiple subject conflicts of interest.Features.From the perspective of risk perception,the level of residents’ risk perception is the key to whether the neighbor avoidance event occurs,and the residents’ risk perception level is often affected by a variety of factors and is in continuous dynamic changes.This leads to thinking about why residents in different communities have different attitudes towards elderly care institutions with the same neighboring attributes during the process of community elderly care institutions entering the community,why residents of different communities have different risk perceptions of elderly care institutions entering the community,and what factors lead to the community Changes in residents’ risk perception?In order to solve the above research problems,this study selects the introduction of elderly care institutions in the L and Y communities in the H district of Q city as sample cases,adopts a text analysis method and uses dynamic tracking to analyze the risk perception changes in the entry process of the elderly care institutions in the two communities,Why do government behaviors lead to changes in risk perception,reproduce the key factors and links that trigger neighbor avoidance incidents,and analyze the influencing factors of risk perception.Based on empirical research and theoretical analysis,the study found that in the introduction of community elderly care institutions,two factors,the degree of publicity of policy information and the perception of residents’ interests,have an important impact on changes in risk perception,and this has led to residents of the two communities facing the same neighbors.The different risk perceptions produced by avoidance facilities,and the different risk perceptions,have led to a crisis of interest and trust among community residents,and this has led to conflicts between neighbors and avoidance.
