The Research On Participatory Poverty Alleviation From The Perspective Of Discourse Empowerment

The Nineteenth National Congress of the Communist Party of China proposed that the battle against poverty is one of the three battles that must be won in order to successfully build a well-off society in an all-round way.And it mentioned the goal and commitment to escape from real poverty once again that by 2020,under the current standards of our country,the rural poor will achieve poverty alleviation,and all the poor counties will take off their hats to solve the overall poverty in the region.In recent years,with the advancement of the targeted poverty alleviation strategy and the great attention and full promotion of the party and the government,decisive progress has been made in our country ’s poverty alleviation.However,in the poverty alleviation,problems about the poor such as formalization of the participation process,marginalization of participation content,and virtualization of participation results still exist widely.In fact,China has been implementing participatory poverty alleviation concepts and methods since the 1990 s,although it has made achievements in targeted group ’s participation awareness,poor farmers ’ self-development ability,accuracy of poverty alleviation resource allocation,and sustainability of poverty alleviation effectiveness.But the problems of virtualization,formalization,weakening,and non-normalization in participatory poverty alleviation are not non-existent.At present,China’s poverty alleviation is entering the sprint period.In order to solve the problem of low effectiveness of targeted group participation in the process of targeted poverty alleviation,the theoretical community is urged to provide theoretical basis and practical guidance for practicing and improving participatory poverty alleviation.Poverty is the result of the failure of rights,and empowerment is an effective way to alleviate poverty.The core of participatory poverty alleviation lies in empowerment.Foucault believes that the real power(profit)is realized through discourse,so discourse rights should become the main content of empowerment.Therefore,this thesis studies the problem of participatory poverty alleviation from the perspective of discourse empowerment,with a view to providing scientific and rational theoretical guidance for winning the fight against poverty in high-quality.First,on the basis of systematically reviewing the domestic and international research status,the author conducts a theoretical analysis of participatory poverty alleviation from the perspective of discourse empowerment.Secondly,the author summarizes the achievements of China’s participatory poverty alleviation from the perspective ofdiscourse empowerment.Then taking the four stages of targeted poverty alleviation as the boundary,and summarizing the remaining problems about the poverty group as participation "virtualization" in the accurate identification,participation "formalization" in the precise assistance,participation "weakening" in the precise management,participatory “non-normalization” in the precise assessment and so on.Thirdly,based on the perspective of discourse empowerment,the thesis attributes the problems arising from China’s participatory poverty alleviation,and summarizes them as the conflict between administrative-led traditional habits and discourse empowerment,the lack of the people-centered thinking of grassroots poverty alleviation cadres,the lack of subjective awareness and discourse expression ability,the imperfect development of rural grassroots democratic political system and the character of strategic choice of discourse empowerment and so on.Finally,the author is rooted in the perspective of discourse empowerment to think about ways to improve participatory poverty alleviation,and puts forward the mutual coupling of national administrative power and villagers ’ autonomy rights,promotion the people-centered thinking to take root,strengthening the poor group ’s subjective awareness and discourse expression ability,cultivation organizational carriers of discourse expression of the poor group,earnest promotion rural areas grassroots democratic politics construction,and realization the transformation of discourse empowerment from "selective response" to "institutional regulation" and other paths.
