Research On Investigation And Processing Procedures Of Scientific Research Misconduct In Colleges And Universities

As an important subject of scientific research,colleges and universities play an important role in basic research and applied research.Colleges and universities have made major breakthroughs in many scientific research fields relying on unique academic advantages and talent advantages,and a large number of scientific research achievements have emerged.However,colleges and universities have faced many challenges while achieving great achievements,especially the scientific research misconducts that have been frequently exposed in recent years,which have caused adverse effects on scientific research in universities.Scientific research misconduct not only limits the improvement of university researchers’ own abilities,but also undermines the academic atmosphere of colleges and universities and hinders the improvement of scientific research level in universities.Therefore,it is necessary to regulate the scientific research misconduct in colleges and universities,purify the academic atmosphere,create a good research atmosphere,and further improve the scientific research level of universities.This paper starts with the investigation and handling procedures of scientific research misconduct in colleges and universities,and studies the three aspects of institutions,events and processes of scientific research misconduct in colleges and universities.Investigating the existing regulations on the investigation and handling procedures of scientific research misconduct in Chinese universities,analyzing the typical cases of investigation and handling of scientific research misconduct in colleges and universities,and revealing the low level of legal documents in the system design and practice of investigation and handling of scientific research misconduct in Chinese universities.The investigation and processing institutions are not clear,the investigation and handling matters are not clear,and the investigation and processing procedures are not perfect.By referring to the advanced practices of the investigation procedures of scientific misconduct in the United States,Denmark,and Japan,combined with China’s specific national conditions,it puts forward suggestions for improving the investigation and handling procedures for scientific research misconduct in Chinese universities.This paper believes that China should formulate unified laws and regulations to regulate the investigation and handling procedures of scientific research misconduct in colleges and universities,clarify the institutions for investigation and handling of scientific research misconduct in universities,clarify theinvestigation and handling of scientific research misconduct in universities,and establish expert libraries,supervision mechanisms,and scientific research misconduct.A program guarantee mechanism such as a behavioral information recording system to optimize the staged process of investigation and processing of scientific research misconduct in colleges and universities.
