The Absence Of Public Management Functions By The Traffic Problems Caused By Government Thinking

This article takes Yan'an as a research example. Firstly, it analyzes and evaluates city traffic both at domestic and abroad, explains the direction and content of the research. Secondly, city traffic theory and public management theory are used as its theoretic guidance, analyzing the present traffic situation of yan'an city from the aspects of outbound traffic, public traffic, parking facilities, residents travel characteristics as well as traffic flow. Thus it reaches the conclusion that the main problem lies in traffic is the absence of the function of the government public management.The use of TDM's concept of needing management, the balance of need and supply principle. This target-oriented dissertation will try to solve the traffic problem of yan'an from the perspective of the government public management, at the same time, present some counter-measures and suggestions for the improvement of traffic panning and management of mountainous cities.
