Astudy On The Institutional Supply Of Government Purchase Of Public Services In The Area Of Minimum Living Security In Yunnan Province

The minimum living security system is a basic social relief system for the poor people in China,for more than 20 years,the system have effectively played its role in supporting the bottom line,guaranteeing basic living and promoting fairness.But in the process of the implementation allowance,there is always the problem of policy targeting deviation and policy object deviation,led to the failure of the minimum living security system.Institutional makers and executors both demand institutional change.The institutional change needs to add a new system based on the original system,it’s that government purchase of public services in the area of minimum living security.Strengthening grassroots work forces through the purchase of services by the government,and improve the effectiveness of the low-income insurance program.This paper adopts the literature research method,policy analysis method and case analysis method to study the government purchase service in the area of subsistence insurance in Yunnan.Based on the perspective of supply and demand in institutional change,the paper summarizes the institutional supply,Find out that there is a shortage of institutional supply for the Yunnan government to purchase subsistence allowances,and analyze the reasons for the insufficient supply from the perspective of institutional economics theory.Yunnan’s economic development is backward and the purchase of public services by the government in the area of subsistence insurance started very late,but the development of professional social organizations has some bright spots.Therefore,the focus of Yunnan province’s efforts at the present stage is not to blindly promote the purchase of services,but to change the concept of subsistence insurance and improve the subsistence insurance system.At the same time,it should improve the system of government purchase of services,overcome the obstacles of coordination between government departments in the implementation of government purchase of services,and start to cultivate professional social organizations.
