Government purchase of public services is a new approach of public service performed by the government.In recent years,this new method has been widely applied in public service around China.The development of government purchase reflects the advantages of market and society in social information to realize the mutual benefits among government,market and society.Although the government purchase of China has been achieved certain positive consequences,it also shows some shortcomings such as the irregular buying process,the slur of purchasing object,scope,evaluation and contract supervision as well as the low quality of service,etc.The reason of these issues is that the government purchase of public services lacks of a relatively perfect mechanism leading to the scattered condition of it,including the lack of legal regulations as the backdrop of national norms,the lack of fair service purchase environment,the lack of effective supervision and evaluation as well as the lack of the direct audience,namely,the masses'recognition and support of this mechanism.So in this research institutionalized exploration purpose firstly,which includes the government purchase of public services institutional background,significance,related research at home and abroad,and the thinking of writing,etc.;Then researched the concept and theory foundation of government purchase of public services related to review summarized;The third part focused on purchasing service appear many problems in the actual operation to highlight to realize the necessity of institutionalization,through the support of national policy condition and reference to the feasibility of the system construction of western successful experience;The fourth part combed the government purchase of public services in China experienced three stages,namely the reality of our country government purchases system arrangement;The fifth part focus on the obstacles to service purchase system to build a number of factors;The last part is in view of the difficulties in the process of institutional obstacles to explore feasible way to improve and perfect.This paper concentrates on the government to purchase public services on the institutional level,to focus on the current stage of the real system arrangement,mining blocks the development of the system of government purchasing public service activities related elements,finally according to tease out the upgrade to improve and perfect the feasible path of development.
