Since the beginning of the 21 st century,India’s influence and voice on the international diplomatic stage have been enhanced,and India’s economic and military performance has been given a lot of attention.India’s rise has been one of the hottest topics in the field of international relations in recent years.The rise of a country depends on the enhancement of its state capacity,because state capacity is essential in maintaining domestic political order,ensuring sustained economic growth,and possessing a strong strategic deterrent capability.Without sufficient state capacity,India’s rise will be merely cosmetic.Therefore,state capacity provides an excellent perspective on our analysis of the rise of India.This paper will analyze India’s state capacity and the nature of its rise from three aspects: politics,economy and military.At the governmental level,the democratic system that has been stable since independence has provided a solid political foundation for India’s rise.On the contrary,the inefficiency of government agencies inefficiency and corruption problems have become the chronic illness on the way to the rise.In terms of foreign affairs,all previous leaders of India have made it their goal to build India into a world-class power,so their foreign policy has always had a globalist vision since independence.At the economic level,India has become one of the fastest growing economies in the world,but it still faces many obstacles to further progress,and it is still difficult to fully realized the transition of industrialization and modernization.The government needs to play a critical role of stabilizing economic growth,reducing the gap between the rich and the poor and improving infrastructure,in order to promote the improvement of its tax and fiscal capacity.At the military level,a stable and growing economy and rising defense spending not only enable India to import a large number of advanced weapons from abroad,but also to further promote the advancement of regional defense technology.At present,India’s military power has steadily ranked at the forefront in the world.However,it still faces multiple challenges on the issue of domestic security.Violent conflicts have often occurred,and even worsening in some regions.This domestic rebellion would greatly weaken the state capacity,and add another obstacle to India’s further rise.In a word,India faces both opportunities and challenges in its pursuit of becoming a world power.At this stage,India’s domestic capabilities are much stronger than the early days of independence,but it is not enough to support the realization of its great power aspiration.
