Government purchasing system is the concept of modern social governance of public services under a new system aimed at part of the direct provision of public services by the Government, through the fiscal transfer payment, handed over to the community organizations, in order to obtain better results. But with the system of government purchase of public service, the results are unsatisfactory in practice, rather than achieve the intended purpose, but also damage the public image of the Government, the reason is no perfect for the Government purchase of public services regulation, Government purchases cannot be comprehensive oversight and management of the public service act.
