| As a public service provider and public policy executor,a civil servant’s mental health has a direct impact on the quality and effectiveness of public services.Studies have shown that once psychological gaps occur,they will affect people’s organizational commitment and psychological contract,especially some of which will be latent for a long time and thus have lasting negative impacts on people’s mental health.After the merger of national tax bureau and local tax bureau,obvious psychological gaps show up among many grass-root tax cadres.Although some of them will fade away naturally as their work progresses,the others may be dormant for a long time and undermine individual careers,the quality and efficiency of the public service provided by the authorities where they work,and therefore relevant governing measures from all parties need to be taken in time to minimize the hidden dangers to the largest extent.Various adjustment measures should be proposed to improve the psychological adjustment ability of basic level tax officials,to raise their overall quality,to reduce the management cost,and to enhance the service quality and law enforcement capabilities.This paper applies the theory of management psychology and public governance with in-depth interviews and questionnaires as data collection methods,proposes grounding theory hypotheses with in-depth interviews,and verifies the hypotheses with questionnaires.Through analyzing the current status and causes of the psychological discrepancy,it was found that the psychological discrepancy of the basic level tax officials was affected by three levels of factors,namely: from the individual level,by personal expectations,wages,interpersonal relationships and other factors;from the organizational level,by performance evaluation,personnel structure and organizational injustice,as well as factors such as cognitive conflicts,insufficient social support,and unobjective public opinion.This article believes that in order to adjust the psychological discrepancy of the basic level tax officials after the "consolidation of state and local tax",individuals,organizations,and society should join hands to take actions.From individual level,it is to strengthen self-regulation,learn to actively respond to work,study and life,set the right personal positioning,enhance communication with the organization,help the officials to conduct career plans,and cultivate good mentality,so as to achieve a dynamic balance between personal expectations and organizational returns;from the organizational level,it is to strengthen team building,clarify the division of functions of the department,improve management quality and efficiency,set management goals,establish active and efficient communication mechanisms,thereby improving organizational fairness and decentralization,perfecting incentive mechanisms suitable for the basic level officials,paying attention to psychological construction,making employees feel the concern of the organization,and improving organizational support;from the social level,it is to reinforce the public opinion management,compile psychological files,lay emphasis on the mental health of the basic officials,and build a social support system. |
