Personal Information Protection Of App From The Perspective Of Privacy Policy Disclosure

The development of big data technology and Internet technology has dramatically changed the operation mode of traditional business.Mobile intelligent terminals and network communication enable institutions to communicate with consumers more conveniently,and also obtain great convenience in the collection of personal information of users.Big data technology will collect personal information for modeling analysis,information mining,so as to achieve business optimization,precision marketing.In this process,App has attracted a large group of users with its high efficiency and convenience,and has become the most important tool for personal information collection.It should be noted that users also place themselves in potential personal information security risks when enjoying the convenience brought about by Apps,especially personal sensitive information.At present,China has not yet established a perfect App users personal information protection system,although a series of App special work has been carried out,but the results are insufficient.In view of this,this paper uses the method of empirical research,takes the privacy policy of 80 Apps as the starting point,explores the existing problems in the disclosure of privacy policy,analyzes the causes of the existing problems in the disclosure of privacy policy of Apps,and puts forward suggestions for improving the personal information protection system of App users in China by referring to foreign legislation in combination with China’s national conditions.This paper is divided into four parts excluding introduction and conclusion:In the first basic theory part,it explains the basic concept of the subject of the paper.Firstly,the concept of App,privacy policies and personal information are expounded,Secondly,the particularity of App in processing personal information is analyzed.In the second part,the privacy policies of 80 Apps are analyzed in the form of investigation.We summarize the current situation of disclosure of App privacy policies from nine aspects: text display of personal information,business function,authority acquisition,consent rules,protection of personal sensitive information,personalized push,internal complaints,storage period and account cancellation,and reveal the problems existing in the disclosure of privacy policies of App.The third part analyzes the causes of personal information protection problems in the disclosure of App privacy policy.We Explore this from three perspectives: legislative status,administrative supervision and industry self-discipline.At the legislative level,We mainly refer to the specific normative documents issued in 2019 to regulate the collection and use of personal information by App,and summarize them.At the level of administrative supervision,the shortcomings of regulatory subjects and regulatory measures are analyzed.At the level of industry self-discipline,it is aimed at finding out the establishment of industry self-discipline organizations,sorting out industry self-discipline norms,analyzing the implementation effect of industry norms,and dialysising the existing problems.The forth part: Suggestions on improving the personal information protection system for App users.Combining the causes of the third part with the problems proposed in the second part,the targeted and feasible solutions are proposed from three levels: improving legislation,strengthening administrative supervision,and refining industry self-discipline regulation.
