| At present,there are frequent public incidents at home and abroad,and the impact caused by public incidents has become more serious.Some scholars have pointed out that the world has entered a "risk society",so the research on public emergency management is particularly important.Information management is the "first link" in public emergency management,which directly affects the attitude and response of subsequent governments and people to public emergency.The government’s information management in public emergencies mainly includes information disclosure and public opinion response.Therefore,this article chooses the entry point of government information disclosure and public opinion response in public emergencies to study the current situation of public emergencies in China.The current status,problems,causes and solutions in this regard are hopeful to provide some reference for the management of public emergencies in China.This paper uses a comparative analysis method to analyze and compare the differences between government information disclosure and public opinion response in a public emergency through the definition of public emergency and the concept of government public opinion response,and draw the following conclusions: Government information disclosure and public opinion response are more normal than usual,with more flexible means,more coordinated measures,and more proactive methods.Therefore,in the "unusual period",it is more appropriate to adopt a suitable "unusual method" to deal with it.In terms of empirical analysis,this article analyzes and evaluates11 typical emergencies in the 11 years from 2008 to 2019,and summarizes the following rules: the effectiveness of government information disclosure and public opinion response in public emergencies and the government’s face Stress and obstacles are directly related.Through the analysis of the cases,the main problems of government information disclosure and public opinion response in public emergencies are summarized,which are as follows: the responsible body for performing duties is not clear,the standards for information disclosure have not been unified,and different departments exist.Certain information barriers and the response of public opinion need to be improved.Focusing on public interest priority,private benefit protection as the bottom line,legal reservations,and the principle of proportionality,this article explores the normative path.This article divides public emergencies into three stages before,during,and after the event.Before this happens,the government must build a comprehensive and detailed emergency plan,and at the same time legislate the main body of public emergency information release,and build a unified public emergency information release platform based on emergency management departments.When public emergencies occur,information barriers between government departments must be broken,emergency information resources can be interactively shared,and channels of information communication must be unblocked.At the same time,it is also necessary to strictly control the standards of public opinion,conduct screening and review of "untrue information" that has not been verified,and crack down on the spread of rumors reasonably and legally.After the emergence of public emergencies,in the face of violations of citizens’ rights in public emergencies,it is necessary to establish and improve civil rights relief channels and implement civil rights relief through multiple channels such as administrative relief,judicial relief,and state compensation.Refine the responsibilities of relevant government officials in relevant laws and regulations,and establish and improve the life-long responsibility system for the principals responsible for the disclosure of public emergency information and public opinion responses. |
