Study On The Improvement Of Farmers’ Quality In Hebei Province Under The Strategy Of Rural Revitalization

The 19th National Congress of the Communist Party of China put forward five requirements of Rural Revitalization Strategy,which are "industrial prosperity,ecological livability,rural civilization,effective governance and rich life",and pointed out the overall goal of rural development in the next 30 years.Farmers are the main body of rural revitalization,and their group quality level is not only the key factor to ensure the smooth implementation of Rural Revitalization Strategy,but also an important assessment index of talent revitalization.All over the country have carried out a series of work to improve the quality of farmers,but there are some problems,such as unclear goals and unclear paths.The study on how to improve the quality of farmers in Hebei Province is helpful to grasp the status quo and existing problems of farmers’ quality,and dynamically control the improvement effect of farmers’ quality.This has important theoretical and practical significance for the implementation of Rural Revitalization Strategy and the development of agricultural and rural modernization Righteousness.Based on the literature review of Rural Revitalization Strategy,this paper analyzes the internal relationship between farmers’ quality improvement and Rural Revitalization Strategy under the guidance of relevant theories,and determines the types of quality farmers need to improve.Through questionnaire survey and field investigation,data and case data are collected to analyze the current situation and existing problems of farmers’ quality in Hebei Province.Based on the comparative analysis of the typical mode of farmers’ quality improvement in Hebei Province in four aspects:the implementation subject,the establishment of objectives,the group and the implementation practice,and using the theoretical thinking of P-S-R model for reference,the paper puts forward the macro path of improving the quality of farmers and the promotion path of different quality categories,and analyzes its security mechanism.Finally,it puts forward the optimization of farmers’ quality in Hebei Province The suggestions of improving the quality of the top-level training institutions are put forward.And:(1)to promote the awareness of environmental protection and management of farmers,the main content is to improve the awareness of environmental protection.(2)The statistical analysis of the quality and behavior of farmers shows that the quality of farmers in Hebei Province is not enough to support the implementation of the Rural Revitalization Strategy,nor can it form an effective driving force.And there are some problems in the six qualities,and there is room for improvement.(3)This paper summarizes three typical models of Hebei Province,which are "benefit sharing technology and culture quality promotion","industry guidance management ability improvement","Party branch improving farmers’ spiritual quality",and extracts the model basis and model characteristics.There are four similarities in the model comparison:clear the goal of improving the quality of farmers before implementation,taking the improvement of farmers’ quality driven by industry as the basic way,focusing on the improvement of scientific and cultural quality,and taking vocational training as the standardized education.existenceThere are four aspects of differences:the difference of implementation subject;the difference of promotion goal;the difference of implementation practice;the difference of farmer group.(4)At the macro level,the healthy and sustainable improvement of farmers’ quality should be realized through the P-S-R path,which includes understanding the pressure,analyzing the status quo and problems,implementing measures and repeating the cycle.(5)It summarizes the ways to improve the quality of science and technology:"academic promotion+vocational training" to improve the quality of science and technology and culture;"theoretical learning+industrial guidance" to improve the management ability;"theoretical learning+rural construction" to enhance the awareness of ecological environment protection;"academic promotion+rural construction" to improve the ideological and moral level;"legal education + Multimedia Communication" to enhance legal awareness;and "democracy" Education+rural construction "to improve the quality of political participation.The innovation points of this paper are as follows:firstly,the internal relationship between the improvement of farmers’ quality and the strategy of Rural Revitalization is sorted out,and then the six quality categories of farmers are determined.The second is to summarize three typical models of improving farmers’quality in Hebei Province.This paper makes a deep analysis on the characteristics and formation basis of the mode,so as to provide guidance and reference for the path of improving farmers’ quality.The third is to apply the idea of P-S-R model to the study of improving the quality of farmers.Using the theory of P-S-R model for reference,combined with the analysis of the problems of farmers’ quality under the background of rural revitalization,this paper puts forward the P-S-R macro path for the improvement of farmers’ quality.
