Research On Improvement Measures For Grassroots Public Security Organs To Deal With Mass Incidents

At the present stage,China’s politics,economy and society are developing rapidly,people’s living standard is improving day by day,affected by the uneven distribution of benefits of reform and development,social contradictions are becoming increasingly prominent,coupled with the improvement of people’s political participation and their awareness of responding to demands,mass incidents are increasing day by day.Grassroots public security organs play an important role in the handling of mass disturbances.However,in recent years,problems have been prominent in the process of handling mass disturbances,and they have repeatedly failed,which has affected social stability and the image of the government and public security.Grass-roots public security organs have rules to follow in dealing with mass incidents,and should summarize timely on the basis of many painful lessons,and improve the handling methods with scientific methods.Q city has a typical geographical location,complex population types,and diverse types of mass incidents.The grassroots public security organs in Q city are representative in dealing with mass incidents.Based on the mass incidents in Q city in recent years,this paper divides the mass incidents into six common types,such as land expropriation and demolition,and analyzes the evolution trend of mass incidents.To taxi strike event,the incident "veterans" gathering two recent case for material,using the theory of public governance,4R crisis management theory,combined with Q group mechanism of emergency preplan organization command and intelligence information collection grind sentenced to process such as code,depth excavation grass-roots public security organs in the role,the early warning mechanism,the plan mechanism,public opinion guide,disposal level,multi-sectoral linkage problems,and on the depth of the occurring reasons of the problems,proposed in view of the grass-roots public security organs perfect disposal regulations and response plans,public opinion guidance,build a large data early warning system,The improvement countermeasures to improve the feasibility of the disposal capacity provide the possibility to improve the situation of mass incidents in grassroots public security organs.
