Research On Countermeasures Of Grassroots Public Security Organs To Deal With Environmental Group Incidents

In recent years,mass incidents have become the focus of widespread social concern,which has brought great challenges to the economic development and social stability of our country,but also to the law enforcement work of public security organs,especially grass-roots public security organs.Under the new development background,environmental mass incidents are increasing day by day,which has become a new focus of social attention.Compared with ordinary mass incidents,such mass incidents have certain particularities.The causes and nature of such incidents can not be effectively defined to a certain extent,which makes it impossible for grass-roots public security organs to have such incidents.Effective disposal has weakened the effectiveness of law enforcement.In this context,it is of great practical significance to deeply analyze the Countermeasures of grass-roots public security organs dealing with environmental mass incidents.Based on this consideration,this is the starting point for this analysis.In addition to the introduction,this article is divided into four parts.The first part first discusses the relevant connotations of environmental mass incidents,defines the concept of group incidents,and then based on China's objective practice,in-depth analysis of the characteristics of environmental mass incidents and its hazards.In addition,the study also analyzed the operation process of local environmental group events,in order to better understand the general performance of group events.The second part takes X County chemical plant sewage incidents as an example to study and analyze the situation of mass incidents in this case.In the third part,after the above-mentioned chemical plant sewage incidents,the public security organs have made a thorough study of the disposal mode,the problems in the disposal process,and the emergency ability and handling problems of the public security organs in the face of such mass incidents.The fourth part,based on the above research,puts forward the Countermeasures for grassroots public security organs to deal with environmental mass incidents.It holds that we should strengthen the legal system construction,strengthen the legal protection,and at the same time further strengthen the construction of public security team,so that it can more effectively deal with environmental mass incidents and maintain social stability and unity.
