Investigation On The Actuality Of Government Service In The Business Environment Of Shehong,Sichuan

The Outline of the 14 th Five-Year Plan is based on the new situation and new requirements of improving the government’s capacity for economic governance and accelerating the modernization of government economic governance.Starting with "building a first-class business environment",it sets forth the goal of "accelerating the transformation of government functions" and calls for continuous improvement of the business environment.Government services are an important part of building a business environment.Continuous improvement of government services is an important support for facilitating the production and operation of enterprises and people,facilitating the circulation of the national economy,and accelerating the establishment of a new development pattern.Since the 18 th CPC National Congress,all regions and departments have earnestly implemented the decisions and plans of the CPC Central Committee and The State Council,promoted the reform of "one network,one door and one solution" in government services,and actively explored and innovated measures to facilitate the administration of government affairs.A national integrated government service platform was initially established and fully utilized,and enterprises and the public continued to have a stronger sense of gain.However,problems still exist to varying degrees,such as lack of coordination between online and offline services and insufficient data sharing.It is urgent to explore solutions and further optimize government services.This paper takes the government service in the business environment of Sichuan Shehong as the starting point,refines the core concept from the new public service theory,combines the overall governance theory and transaction cost theory,focuses on the key points of "government service" in the Regulations on Optimizing the Business Environment,and focuses on the four aspects of handling convenience,enterprise response,government information disclosure and service responsibility consciousness.The real situation and characteristics of government services in the business environment of Shehong City in Sichuan Province were explored by literature method,interview method and questionnaire survey,and the existing problems were diagnosed.First,in terms of handling convenience,the approval process needs to be simplified and the platform construction is not perfect.Second,in terms of enterprise’s appeal response,the channel awareness is not high,and the response satisfaction is low.Third,government information disclosure,government service information disclosure methods need to be improved.Fourth,in terms of service responsibility consciousness,the level of service performance of government staff is insufficient.The reasons are mainly reflected in the lack of the ability of the government to cooperate with the enterprise.Government functional departments are not enough to serve enterprises;The propaganda to guide enterprises to participate in governance is not strong;The supervision responsibility mechanism supporting government services is not perfect.The main impact on the enterprise is to increase the enterprise obedience cost,learning cost and psychological cost.Through theoretical analysis and drawing lessons from the experience of domestic government service optimization,this paper puts forward the following optimization countermeasures.From the macro level,strengthen the people-oriented concept,enhance the awareness of active service.At the micro level: perfect the government service mechanism,improve the professional service ability;We will intensify publicity for government services and strengthen two-way communication between government and enterprises.We will improve the oversight system for government services and create a clean and responsible team.Under the framework of the new public service theory,this paper studies government services in the business environment,focuses on market operators and government staff,and has a more comprehensive research perspective.The research conclusions can help other similar cities in China to optimize government services in the business environment and create a stable,fair,transparent and predictable business environment.Enhance the government’s economic governance ability to provide reference value and effective thinking exploration.
