In the third Plenary session of the 18th CPC Central Committee,the Party proposed to strengthen the modernization of the national governance system and governance capacity,and to improve the ability of state government agencies to carry out their duties.As the most basic part of the Chinese government system,the grass-roots government is the basic executor of various national policies and measures,and the most direct embodiment of the state’s administrative execution capacity and level of implementation.Therefore,the construction of administrative capacity and norms of civil servants is not only related to the implementation of national policies,but also to social stability and development.However,in the course of exercising public power and managing public affairs,there are still many non-standard administrative acts in the process of exercising public power and managing public affairs in China.Regulation of non-standard administrative acts of civil servants in the grass-roots government plays a prominent role in enhancing the executive power of China’s grass-roots government,establishing a good image of the government,and improving the political ecology of Chinese government departments,suppressing corruption and inaction and misbehavior,or in building a political,social living environment and a good business environment.On the basis of rational choice theory and expectation theory,with the help of typical cases and relevant data,this paper analyzes the characteristics,differences and actual performance of non-standard administrative behavior of grass-roots government civil servants from a full-caliber perspective,and synthetically obtains the causes of the above problems,and then puts forward some countermeasures.Through the research,it is found that the influence of Chinese culture and traditional administrative environment on the administrative ethics of civil servants at the grass-roots level,the political ecological morbidness caused by the imperfect laws and regulations and the imperfect management system of civil servants at the grass-roots level,the lack of supervision of administrative behavior and the lack of accountability and punishment system,and the lack of leadership or excessive management caused by the weak work of party building at the grass-roots level and the failure of grass-roots party organizations to give full play are the important reasons for the repeated prohibition of the problem of civil servants in the grass-roots government.In view of this,this paper holds that in order to solve the problem of non-standard administrative behavior of public servants in grass-roots government and to impro ve the political ecology of the government,we must do the following work:first,to further improve and improve the legal system related to public servants at the grass-roots level,to clarify the scope of authority and responsibility of all departments and posts,to allow them to exercise administrative power in accordance with the law,and to improve the disciplinary mechanism for civil servants at the grass-roots level who do not regulate administrative behavior,and to strengthen the supervision and management of administrative behavior of government officials;Second,it is necessary to improve the management system of public servants at the grass-roots level,guide and cultivate the administrative quality and ability of public servants at the grass-roots level from the aspects of recruitment,training,performance appraisal and rewards and punishments,and improve their awareness of the rule of law and moral literacy;third,it is necessary to give full play to the role of public opinion supervision,to regulate and supervise the improvement of the administrative behavior of public servants at the grass-roots level,and to build a good political ecology by strengthening the construction of the administrative culture of the grass-roots government,breaking the "circle culture" and strengthening the concept of the rule of law of the government;Fourth,further strengthen the building of grass-roots party organizations and give full play to the leading and supervisory role of grass-roots party organizations,especially.
