The Influence Of Government Intervention And The Scale Of The First Provincial City On Economic Growth

Since 2010,many provinces(cities)in China have actively promoted the strategy of giving priority to the development of central cities in the region in the process of regional development.The Report on the Work of the Government of the State Council for 2019 clearly states that "we will continue to lead the development of urban agglomerations by focusing on central cities",which further strengthens the strategy of developing central cities among provinces(cities).Therefore,it is necessary to discuss the scale of central city under the promotion of regional coordinated development.Urban primacy is an important indicator to judge the size of a central city.Meanwhile,the development strategy of a central city reflects the regional economic strategy of the government and is affected to some extent by the degree of government intervention.Therefore,it is of practical significance to put the urban priming degree and the government intervention degree together to discuss their influences on regional economic growth.Economic growth is an important subject in economics.The main purpose of this paper is to discuss the influence of urban primacy on regional economic growth at the provincial level under the intervention of the government.Based on the panel data of the government intervention degree,urban primacy and control variables of 27 provinces(31 provinces in mainland China excluding four municipalities)from 2009 to 2018,this paper empirically analyzed the internal relationship between the primacy degree and regional economic growth under government intervention.First,the data of primacy from the economic level is calculated,then the model of primacy and economic growth is constructed by using production function,and the relationship between urban primacy and economic growth is proved by using fixed effect analysis and instrumental variable method,which shows that there is an optimal primacy in each province.At the same time,the degree of government intervention and regional economic growth also presents a nonlinear inverted "U"shape,indicating that the influence of government intervention on regional economic development is different at different stages of regional economic development.To sum up,the purpose of this paper is to explore the optimal city primacy in each province under the interactive influence of government intervention degree and urban primacy.Finally,different Suggestions are given according to the characteristics and development stages of different provinces.
