Rural Governance System Of "Integration Of Three Governance" In The New Era:Internal Logic,Realistic Appeal And Realization Path

Rural issues have always been the focus of the Party and the state.Rural development has always been an important link to the overall level of social development,and the results achieved in rural governance are also an important achievement in realizing the modernization of national governance.Since the reform and opening up,China’s rural agriculture has been developing rapidly.These also change the social structure of rural areas.This has also led to many problems in rural governance,with weakening of institutions,invalidity of norms,lack of subjects and aggravation of conflicts.These problems restrict the further development of rural areas and become obstacles to realize the modernization of rural governance.In the report to the 19th National Congress of the Communist Party of China(CPC),it was proposed to "implement the strategy for rural revitalization,strengthen rural work at the grass-roots level,and improve the rural governance system that combines self-governance,rule of law and rule of virtue."The rural governance concept of"integration of three governance" in the report is proposed on the basis of summarizing the experience of regional governance.It opens up a new road and provides new ideas for the construction of rural governance system across the country in the new era,and also provides a new method for the realization of good rural governance.Based on the theory of good governance,this dissertation combs the logical relationship among autonomy,rule of law and rule of virtue,discusses the internal logic of "three governance" in the rural governance system from the theoretical level,and discusses the realistic appeal of constructing the "three governance" rural governance system in the new era.By comparing the two types of rural governance practices in different regions,the paper summarizes the main difficulties facing in constructing the rural governance system of "three-governance integration" at present.On the basis of explaining and analyzing the logical relationship of "three governance integration" and the realistic dilemma,this paper puts forward the path choice of constructing the rural governance system of "three governance integration"in the new era.The main conclusions of this dissertation are as follows:(1)In the rural governance system,autonomy plays the main role in rural governance,and the driving force of rural governance can be strengthened through the model of autonomy;The rule of law embodies the rules of rural governance and standardizes rural affairs through the force of the legal system.Moral governance plays a value-leading role in the rural governance system and USES traditional moral power to restrain villagers’ behavior.Autonomy,rule of law and rule of virtue play an important role in different dimensions,and they are integrated into the rural governance system,which contains and complements each other.Due to the differences in subjective consciousness,quality and ability,the single autonomous mode often has problems such as lack of subject,failure of governance and intensification of contradictions.Therefore,it is impossible to achieve effective governance by relying on autonomy itself.Therefore,it is necessary to ensure the smooth implementation of autonomy from the aspects of legal guarantee and moral constraint to resolve the contradictions in rural governance.In the new era,great changes have taken place in the rural environment,and the new practice of rural governance requires the close combination of the concept of "three-governance integration" and the rural revitalization strategy.As the basic content of the rural governance system of "three-governance integration",autonomy needs the joint assistance of the two wings of rule of law and rule of virtue to achieve the effective goal of governance.In the course of rural governance,the fundamental interests of the people have always been given top priority,and the people have always been the center.(3)At present,the construction of the "three governance integration" rural governance system is facing the dilemma mainly:the absence of subject and the lack of subject governance capacity;Rural rule of law construction lag and the failure of governance rules caused by the fault of rural traditional values;Regional differences,diverse rural types,complex system construction and other issues.(4)In the process of constructing the "three governance integration" rural governance system in the new era,we should promote the main body integration of rural governance,and promote the participation of grassroots Party committees,grassroots governments,rural autonomous organizations,individual villagers and rural elites;To promote the complementary advantages between rules,promote the co-governance of Germany and law,and unify the external system and the internal order;According to the differences of regions and rural types,rural governance system should be built according to local conditions.Concrete measures include consolidating autonomy,strengthening rule of virtue and deepening the rule of law in urbanized rural areas.In traditional rural areas,we will focus on promoting the rule of law and ensuring effective self-government and rule of virtue.Revitalize rural industries and integrate economic construction into the process of rural governance.
