Research On The Model Of Rural Cooperative Governance Under The Background Of "Rural Revitalization"

In October 2017,the nineteen major reports of the Communist Party of China put forward the strategy of Rural Revitalization.This is the Central Committee of the CPC Central Committee headed by general secretary Xi Jinping,who grasps the characteristics of the development of modernization and the changes in the relationship between urban and rural areas,and embarks from the strategic height of the overall development of the party and the state,and explores effective ways to solve the outstanding problems of agriculture,rural areas and farmers,and to build a well-off society in an all-round way.The important historical task of building a socialist modern country in an all-round way.In the new era,with the deepening of the overall rule of law,our country is in the key node of promoting the modernization of governance system and governance capacity.The traditional concept of rural is facing reconstruction and disintegration.How to effectively promote the transformation and reconstruction of rural governance is of great significance both in theory and in reality.Foreign scholars study the governance theory relatively early,but also formed some classic governance theory.Some domestic scholars try to learn from or transplant foreign governance theory,and apply the foreign governance theory to the practice of rural governance in China.These theories play a certain role in the process of rural governance in China,but at the critical stage of rapid transformation of rural economy,culture and society,the outstanding problems in rural governance in China have not been fundamentally solved,and the rural areas are still in the "heavy disaster area" with frequent problems.Therefore,the existing rural governance model must be improved or rebuilt,which requires us to combine the development requirements of the new era of socialism with Chinese characteristics,transform the overall leadership advantage of the party into the governance ability improvement advantage,and give full play to the governance power of different participants.At the same time,we should consider how to implement effectively in the context of China's rural situation In rural governance,we should not only make use of the experience advantages of rural governance in China,but also make overall planning for the next stage in combination with the new era and Rural Revitalization Strategy.This paper first expounds the core concepts of Rural Revitalization Strategy,national governance ability,modernization of governance system,and rural governance,analyzes the operation principles of different governance modes and the historical development process of rural governance in China,then analyzes the background and applicability of cooperative governance theory,and expounds the theoretical importance and reality of applying cooperative governance theory to rural governance in China Feasibility.By analyzing the current situation of different rural governance subjects in Xuyi county,Jiangsu Province,analyzing the causes and finding the deficiencies,this paper puts forward countermeasures and suggestions for the improvement of the cooperative governance mode,applies the cooperative governance theory effectively to the actual process of rural governance,and strives to create a sample of Rural Governance in Xuyi.
