Study On Governance Ability Of Rural Grass-roots Party Organizations From The Perspective Of Comprehensively Promoting Rural Revitalization

Rural primary-level Party organizations are the foundation of all the Party’s work and combat effectiveness in rural areas,and the "pillar" for promoting rural governance and revitalization.The construction condition and governance ability of rural grass-roots Party organizations affect the process of rural governance modernization.On the new journey of Chinese-style modernization,the rural grassroots Party organizations urgently need to improve their governance ability and shoulder the historical task of comprehensively promoting rural revitalization and realizing good governance in rural areas.This paper takes the "governance ability of rural grass-roots Party organizations" as the research object,revolves around the research logic of "theory-history-reality-future",and draws on the thoughts of classic Marxist writers on rural governance,the innovative idea of Chinese Marxism on rural governance and the social governance ideas in the excellent traditional Chinese culture.This paper reviews the development process of rural grassroots Party organization governance ability,summarizes main experience,and provides reference ideas for promoting the modernization of rural governance in the new journey.According to the theory of grassroots governance of socialism with Chinese characteristics,the function orientation of rural grassroots Party organizations and the practical needs of rural governance,the author believes that the governance ability of rural grassroots Party organizations means that rural grassroots Party organizations adhere to the leadership of the Party as the core,with the modernization of rural governance as the goal,in the process of promoting rural economic and social development and environmental improvement,We will make comprehensive use of Party and state rules and regulations and various rural resources to guide various rural governance subjects to participate in the management of rural affairs.The governance ability of rural grass-roots Party organizations in the perspective of comprehensively promoting rural revitalization is mainly manifested as political leadership,social calling,promoting development,ideological guidance and ecological civilization construction.With the accelerated pace of rural differentiation and transformation,rural grass-roots Party organizations,due to multiple factors such as governance concept,material basis,social factors and institutional guarantee,Some political leadership capabilities are weakened,some social mobilization capabilities are marginalized,some development capabilities are softened,some thought guidance capabilities are weakened,and some ecological civilization building capabilities are weakened.In order to adapt to the development situation of comprehensively promoting rural revitalization,new requirements are put forward to strengthen the governance ability of rural grass-roots Party organizations.Based on this,this paper from strengthening the leadership of the party organization grassroots governance,enhance the rural grassroots party organization political leadership;To guide the participation of multiple governance subjects and improve the social calling ability of rural grassroots Party organizations;Leading the development of rural industries,improving the ability of rural grass-roots Party organizations to promote development;Promote the prosperity of rural culture,improve the thought leading ability of rural grassroots Party organizations;The five dimensions of building an ecologically livable countryside and improving the ability of rural grass-roots Party organizations to build ecological civilization are proposed to improve the governance ability of rural grass-roots Party organizations and promote rural revitalization in the same direction.
