| At the end of the first session of the 12th National People’s Congress in 2013,Premier Li Keqiang mentioned the goal of "only reducing but not increasing the number of finance support personnel in the current government" when meeting with Chinese and foreign reporters.In fact,since 2013,the number of finance support personnel(permanent staff)in the narrow sense has indeed been reduced for many years,but in the broad sense,the number of financial support personnel(permanent staff+off-staff members)has been increasing,especially in the county level government departments,public institutions and Street officesOff-staff members is a concept corresponding to the staff on the staff.It has a long history,a wide range of regions,and a wide range of industries.It has played a huge role in the development and progress of society,especially in the aspects of supplementing the lack of grass-roots government personnel,making up for the inflexibility and low efficiency of the system and mechanism.After the latest reform of the party and government organizations,the function of civil servant management have been transferred from the human resource and social security department to the organization department.At present,the organization department is responsible for the management of civil servants and leading cadres;the human resource and social security department is responsible for the management of public institution staff.However,the post management of non staff is relatively chaotic,the competent departments are not clear,the post setting,post management and post adjustment are disordered,the laws and regulations are insufficient,and the wages,benefits.These problems have seriously dampened the enthusiasm of off-staff members and affected the active role they played.The original post-management system of off-staff members is not adapt to the current reality and it’s time to get a change.Therefore,it is necessary to put the management of off-staff members posts in a correct position and conduct a comprehensive review and research from theory to practical management.This study is based on the county level government departments,taking W District of w City in S Province as an example,through data analysis,field survey,questionnaire and other methods to obtain the first-hand information of the district’s off-staff members post setting management,using the "big data analysis" mode to conduct a comprehensive analysis of the situation,problems with the reasons of the district’s off-staff members post setting,achieve a further analyze of off-staff members post setting in county level government departments,and find out a suitable path.In this study,we treat the off-staff members equally with the civil servants and the staff of public institutions,considering the problems on post setting and security lacking of the off-staff members in the civil servant law of the people’s Republic of China,the personnel management regulations of public institutions and the labor law of the people’s Republic of China.We will explore the post management system of the off-staff members,starting from five aspects:scientific setting of off-staff members posts,completion of the post management system,making good use of the posts of non staff,strengthening the daily management of non staff posts,innovating the salary system of off-staff members and the inter post flow mechanism.We should establish the post management system of "competent department-employing unit-management enterprise",constantly standardize the post management of off-staff members,optimize the structure of finance support staff in W District,and constantly improve the efficiency of staff management,promoting the theoretical and institutional innovation of off-staff members post management. |
