S City’s Post-setting Management Research Institutions

The efficient management of public institutions lies on the synchronous development of the staff and the institutions. The post-setting management system, by which public institutions manages themselves in accordance with their social orientations and their job requirements, is crucial innovation and reform in the human resource management of public institutions. The 2010-2020 National Plan for the Reform of Cadre and Personnel System has made it clear to improve the human resource management system with emphasis on the development employment system and post-setting system. In recent years, personnel departments of different levels have conducted meaningful exploration, forming a public institution management system that goes in line with both the state’s policies and local regulations.In theory, the theories of Social Man and Capable Man have become the solid foundation for western human resource management system since the hypothesis of economic man. In practice, the new public management movement since 1970’s has conducted in-depth reform on the role orientation, value pursue, performance assessment and human resource development of the public organizations. It is of great theoretical value and realistic guiding importance to learn about the theories as well as the experiences in the fields of human resource management.From the perspectives of human resource management, the study is conducted by means of questionnaires and interviews, and paraphrases the post-setting management of public institutions through literature review, comparison analysis and case study. As case study, it analyses the main practice, achievements and existing problems in S City’s public institution post-setting management and raises suggestions for improvement. The study is of enlightening value to the posting management of basic units in Guangdong Province.
