| At the end of 2015,the State Council issued the "Plan for Promoting Inclusive Financial Development(2016-2020)".Deepen the structural reform of the financial supply side,strengthen financial service functions,and clarify the focus of financial services,and focus on serving the real economy and people’s lives.By August 2015,the State Council issued the State Council’s Guiding Opinions on Accelerating the Development of the Financing Guarantee Industry(Guofa[2015]43),which proposed the construction of a government financing guarantee system.On January 12,2019,the Shandong Provincial Government approved the establishment of Shandong Investment and financing guarantee Group Co.,Ltd.The company’s main responsibility is to establish and improve the provincial government financing guarantee system,set up provincial financing guarantee platform,not for profit purposes,Solve the financing dilemma of small and medium-sized enterprises in Shandong Province and help the development of inclusive finance in Shandong Province.Through the study of the role of the government in the construction of the financing guarantee system,this paper analyzes the advanced experience of the construction of the domestic and foreign government financing guarantee system through the case analysis method.The role of the government in supporting the constrction of government financing guarantee system is compared by interview method.It is found that in the construction of government financing guarantee system in Shandong Province,the government has problems such as policy orientation and market-oriented operation,multi-party risk distribution system has not been actually established,government long-term supporting policy is absent,and departments at all levels have not formed a joint force.The main reasons for these problems include the lack of supervision and supervision of the guarantee industry,the imperfect direction of assessment of the risk-sharing party,the shortage of local finance and the insufficient attention of various government departments.At the same time,through analyzing the problems and present situation in the development of financing guarantee industry in Shandong Province,absorbing and adopting advanced government behavior experience at home and abroad reasonably,and further putting forward targeted measures and suggestions,This paper mainly explains four aspects:strengthening the supervision of financing guarantee industry,promoting the construction of cooperation mechanism,developing policy environment,optimizing performance appraisal and reward and punishment mechanism. |
