Research On The Role Of Local Government In The Development Of Rural Inclusive Finance

Finance is the lever of the development of modern economy.In particular,the development of inclusive finance in rural areas is of great significance to the solution of the issue of agriculture,rural areas and farmers.Taking Fujian Province as an example,this paper studies the role of local government in the development of inclusive f:inance in rural areas and analyzes the achievements and problems of the Fujian government in promoting the development of inclusive finance in rural areas.The study found that the supporting policies for inclusive financial development in Fujian Province are incomplete,while there are still some problems which have influenced the development of inclusive finance in this region.Guided by Marxism,based on the public product theory and new public management theory,this paper analyzes the factors that restrict local governments'role in developing inclusive finance in rural areas and draws on the experience of various provinces and municipalities in promoting the development of inclusive finance in rural areas.The government should completely change its management concept and avoid"direct blood transfusion".The financial sector,the agricultural management department and the financial sector should earnestly strengthen cooperation and coordination and make full use of the rural inclusive financial policies to provide diversified financial support for the farmers' income growth and agricultural developmentThe author analyzes the specific effects of the development of inclusive finance in Fujian Province in the paper.Through the analysis,we can see that local governments should find the key links and the weak links in the rural inclusive finance and actively guide various financial institutions to continuously innovate their products and services to provide more practical financial products and services to the targeted specifically.Local governments should also take effective measures to continuously optimize the rural financial environment for inclusive finance.This paper maintains that in order to explore the mode of inclusive financial development in rural areas with the characteristics of Fujian its own,the local governments in Fujian Province need to make more supporting efforts,give full play to the guiding role of the government,improve the infrastructure construction in villages and towns,improve supervision and actively prevent regional financial risks.At the same time,it should also actively promote the pilot projects of policy-oriented agricultural insurance,provide follow-up guarantee for rural financial services,improve the rural ecological environment,advance the establishment of farmers'household accounts and enhance the development of inclusive finance in rural areas through multiple measures.
