Since 2012,the communist party of China has continuously strengthened the party's leadership and construction in an all-round way in response to the complex and grim situation at home and abroad.Remarkable achievements have been made in the overall strict governance of the party.In the future,discipline inspection and supervision organs at all levels will push forward the comprehensive strict party governance and deepen the reform of discipline inspection and supervision,and the transformation of institutional advantages of reform into governance efficiency ultimately depends on people,leading groups and teams.In this paper,the discipline inspection and supervision cadres in H District of Wuhan under the background of the reform of the supervision system are taken as the research objects,using the methods of questionnaire survey and in-depth interviews.This paper combs the personnel characteristics,main work results and existing problems of the current H District Discipline Inspection and Supervision Cadres,and at the same time,combines the reality of the H District Discipline Commission to analyze the main causes of the problems.On this basis,this paper further elaborates the necessity of using competency model to solve the current cadre team management.Through literature research and behavioral event interviews,this paper puts forward the framework of competency elements of discipline inspection and supervision cadres in H district,and then further verifies the conformity with H district according to the actual situation of H district and the results of interviews with some personnel.Based on these,a competency model of 16 competency factors in five dimensions including political consciousness,moral accomplishment,learning and innovation ability,leadership ability and work impetus is constructed.Finally,according to the competency model,this paper puts forward a feasible approach to the management of discipline inspection and supervision team in H District under the current background,mainly focusing on Ideological and moral construction,personnel selection and employment system,incentive and assessment mechanism,education and training system and so on.Based on the empirical study of the management of discipline inspection and supervision cadres in Area H.This paper aims to lay a good foundation for the daily management of discipline inspection and supervision cadres in Area H,on the other hand,to provide relevant reference for the discipline inspection and supervision organs facing the same management dilemma in the whole country,so as to jointly promote the overall strict management of the Party from vertical to vertical.
