To promote the high-quality development of discipline inspection and supervision in the new era,it is necessary to build a high-quality professional discipline inspection and supervision team,so as to play the role of promoting and ensuring the modernization of national governance system and governance capacity.Facing the new situation and new tasks,in order to select and optimize the personnel of the discipline inspection system below the county(District)level,starting with the study of the selection mode of discipline inspection and supervision personnel,by applying the competency model of modern human resource management to the optimization of the personnel selection mode of the discipline inspection system,the optimization of the personnel of the discipline inspection system below the county(District)level is promoted?Taking the staff of L District discipline inspection and supervision system of C City as an example,combined with the actual work,this paper analyzes and studies the current situation and problems of the staff of L District discipline inspection and supervision system by using relevant theoretical means and methods,and on this basis,puts forward the idea of optimizing the selection mode by using competency model.This paper uses the method of literature analysis and key event interview to extract the competency elements of the staff of discipline inspection and supervision organs below the county level.The competency elements extracted from the two methods are summarized,and the competency model of the staff of the discipline inspection and supervision system below the county level is constructed for the first time,which also provides basic data for the preparation of the competency questionnaire of the staff of the discipline inspection and supervision system.Relying on the questionnaire star platform and wechat platform,the questionnaire was distributed and collected,and the data obtained were analyzed by SPSS software,including descriptive analysis,reliability analysis,validity analysis and factor analysis,to test the recognition degree of competency characteristics and the reliability and effectiveness of the data,and to provide a factor classification method for building competency model.Finally,the competency model of grass-roots discipline inspection and supervision system staff is constructed,including three dimensions of "business ability","work attitude","personal quality","special business ability","general business ability","quality","awareness","knowledge and physical quality","psychological quality",and "case handling business ability","psychological pressure resistance ability" ”And other 32 competency characteristics.The research results are as follows:(1)in the selection of personnel in the discipline inspection and supervision system,more attention should be paid to the investigation of special business ability and psychological quality,and the general business ability,awareness and quality are also the basic necessary ability quality.Among the factors of knowledge and physical quality,more attention should be paid to learning ability while existing professional knowledge such as law and finance should be combined Not too demanding.(2)Combined with the competency model of discipline inspection and supervision staff,three evaluation methods are added on the basis of traditional selection model: written test,leaderless group discussion and behavior event interview.
