In 2017,the nineteen Party of the party opened a new development path.General Secretary Xi Jinping described the blueprint for the development of agriculture and rural areas on the basis of tackling poverty and tackled poverty.He proposed the strategy of rural revitalization,and pointed out the direction for the success of building a well-off society in an all-round way.In the first year of the fourteenth five year plan,the primary task is to actively promote the effective connection between poverty alleviation and Rural Revitalization.The development and growth of rural collective economy can fundamentally promote the realization of agricultural and rural modernization in China.In addition,it can also improve the rural living environment,improve the quality of life of farmers,and enhance the level of agricultural development,which plays an extremely important role in the victory of the battle against poverty.However,there are still some problems in the development of rural collective economy,such as unbalanced development,difficult coordination,immature development mode,and so on Based on the above background,the development of rural collective-economy is worth in-depth study.Therefore,this paper mainly takes w City as an example,combined with the current situation analysis and quantitative analysis,and carries out a targeted research on the development of rural collective economy under the background of Rural Revitalization Strategy.First,this paper first expounds the concept of Rural Revitalization Strategy and rural collective economy,describes the basic connotation ofmanagement theory,and reveals the new requirements and promoting effect of the strategic background of the new era on the development of rural collective economy.Secondly,this paper objectively and truly analyzes the basic situation of village level collective economic development in w City from the dynamic changes of village level collective economic development,national policies,development mode and other aspects.Combined with the investigation of 10 villages in w City,it analyzes the problems existing in the process of village level collective economic development in w City:first,poor basic conditions,serious loss of rural population The lack of self-development motivation of farmers’ low degree of professionalization;Second,the problems of inaccurate development orientation,single development mode,low degree of marketization and backward development mode;Third,the management mode of collective economic organizations is backward and the supervision mechanism is not perfect;Fourth,the policy is not perfect,policy implementation is not effective,incentive mechanism is not perfect and other long-term mechanism problems.On this basis,this paper analyzes the causes of the problems:first,it analyzes the influence of the development subject from the aspects of farmers’ own quality,development concept and rural talents;Second,it emphasizes the influence of management on the development of collective economy from the aspects of management concept and mode of collective economic organization;Thirdly,it analyzes the influence of marketization degree,development orientation and development mode from the aspect of development mode;Fourth,from the external environment analysis of rural collective economic development,the impact of policy and investment environment.Thirdly,with the help of on-the-spot investigation,this paper collects the relevant historical data of w City,combined with literature research and other methods,according to the idea of finding,analyzing and solving problems,focuses on finding and analyzing the existing problems and reasons from the current situation of village level collective economic development in w City,This paper puts forward the Countermeasures for the development of village level collective economy in w City from four aspects:first,strengthen the construction of talents and enhance the initiative of development;The second is to find out the development orientation and explore the development mode;Third,innovate management mode and perfect management mechanism;The fourth is to strengthen government guidance and establish long-term mechanism.In a word,based on the current situation of the village level collective economic development in w City,this paper objectively reflects the problems existing in the development through investigation and interview,deeply analyzes the reasons,and finally comes to the Countermeasures for the development of w City from the aspects of ideology,development mode,government guidance and management innovation under the background of Rural Revitalization Strategy,In order to put forward methods and strategies for the development of rural collective economy in w City,and provide reference for the development of rural collective economy in other areas.
