If the nation is to be revitalized,the countryside will be revitalized.Implement the strategy of rejuvenating the country is open in our country to realize the second goal in one hundred,completed the historical tasks of the modern socialist country,develop the new type of rural collective economy as the key to promoting rural revitalization strategy implementation gripper,to promote "high quality and efficiency of agricultural production,rural ecological livable appropriate industry,farmers rich rich life" of the meaning is more important.This paper takes the collective economic development of Shenqiu County as a sample,uses field research,literature method,case method,comparative method and interview method and other analysis methods,and collects and obtains data information through discussion and interview,consulting government websites and documents of relevant departments.It is found that the new rural collective economic development in Shenqiu County has four problems:low resource utilization rate,low social participation,lack of long-term planning for collective economic development and imperfect financial system.Based on the guiding role of government function theory and the rural revitalization strategy theory in the new era,This paper studies and analyzes the characteristics of the development of the new rural collective economy,the necessity and feasibility of developing and strengthening the new rural collective economy,summarizes the results and deficiencies of its development,and analyzes the causes of its insufficient development.In view of the existing problems,based on the guiding role of government functions,Suggestions and analyses on the development of the new rural collective economy from four aspects:relying on resource endowment to develop characteristic leading industries,guiding and mobilizing social resources to condense and develop reasonably,improving policy support and building a perfect supervision and management system can provide useful reference and decision-making basis for the development of the new rural collective economy in Shenqiu County.At the same time,it can also provide an idea for other county governments that are expanding and developing a new type of rural collective economy,helping to achieve the goals of rural revitalization and common prosperity strategy.In this paper,the construction of "government guide,villagers main body,social participation," the good atmosphere,a new type of rural collective economy development needs to give full play to the guiding role of the government,through effective participation,formulate corresponding policies to encourage social capital to build perfect system of new type of rural collective economy development mechanism,stimulate the enthusiasm of the masses to participate in the new rural collective economy development,Thus expand the new rural collective economic aggregate and development vitality.
